根据《十四五规划纲要》,国家正在积极采取应对人口老龄化的国家策略,促进老年护理行业和相关产业的发展,并完善基础长者照护系统。习近平总书记在2022年香港回归祖国二十五周年的讲话中提到了对年长者更好照顾的希望,这与香港现实的情况非常贴切。香港正面临快速老龄化的问题,人口调查数据表明,超过65岁的长者已经达到了一百万,占总人口的20.5%。为了应对人口老龄化趋势,一些发达地区引入了乐龄科技的概念,利用科技创新来帮助长者解决生活中的挑战,鼓励他们居家养老,提高生活品质,并减轻社会负担。然而,香港在乐龄科技方面的推广进展缓慢,政府政策较为零散,各部门和社会机构依据各自的政策以及目标行事,缺乏统一的目标和指导。本研究计划从香港乐龄科技智能健康管理养老服务入手,利用了一系列公共管理学相关的概念并配合调研来展开探究及解析,结合文献调查,通过分析调查数据,借鉴内地城市和国外发展成熟的智能养老服务模式案例,与相关制定政策的政府官员、学者和从事养老服务的工作人员进行访谈,深入解析香港乐龄科技智能健康管理养老相关公共管理的优劣势,梳理其发展的脉络,针对服务推广、政策执行等多个层面提出了切实有效的建议,既回顾了公共服务领域的成功与失败,找寻问题的根源并对症下药,又提出了实际可行的服务方案,使优化过程逐步深化,从而为改善乐龄科技智能化健康管理养老服务提供了有益的参考。本研究期望能为相关服务带来创新且实用的思考路径及方向,来帮助推动香港的公共政策发展,同时能够运用科技创新手段协助长者解决生活上遇到的挑战,从而鼓励长者居家养老,提高生活品质之馀亦能减轻社会负担,提升银发族的生活质素及幸福感。
AbstractThe 14th Five-Year Plan‘s Outline reveals that the Chinese government is actively executing a national plan to combat population aging, aiming to foster the growth of elderly care and related industries, as well as upgrade the fundamental elderly care system. President Xi Jinping expressed the hope for improved care for the elderly in his speech commemorating the 25th anniversary of Hong Kong‘s reunification with the Mainland in 2022, which aligns with the current situation in Hong Kong. Hong Kong is currently grappling with the issue of rapid aging. The survey findings show that there are over one million individuals aged 65 and above, making up 20.5% of the entire populace. To address the trend of an aging population, several developed regions have embraced the concept of age-friendly technology, leveraging technological innovations to assist the elderly in overcoming life‘s challenges, promoting aging in place, enhancing quality of life, and alleviating the societal burden. However, the progress of gerontechnology promotion in Hong Kong has been slow, characterized by fragmented government policies, with various departments and social organizations pursing their own policies and objectives, lacking unified goals and guidance. This paper employs a multifaceted approach to analyze public management practices related to Gerontechnology in Hong Kong. It begins with a comprehensive literature review, followed by an examination of survey data and case studies of well-developed intelligent elderly service models from Mainland China and other countries, also conducted interviews with government officials, academics, and frontline staff involved in elderly care services. The paper also identifies the strengths and weaknesses of Hong Kong‘s public management of Gerontechnology, tracing its development trajectory. Based on this, this paper puts forward practical recommendations for service enhancement and policy implementation. The purpose of these suggestions is to act as valuable resources for steering the future progress of Gerontechnology in Hong Kong. The main objective of this paper is to offer fresh and applicable perspectives that can influence public policy decisions and empower senior citizens to continue living in their own homes, enhance their overall well-being and happiness, and relieve the larger societal strain.
