我国社会组织“走出去”的项目有效性分析 ——以造梦公益组织为例

摘要

随着“一带一路”倡议的深入推进和我国在全球治理中的积极参与,中国社会组织“走出去”已成为提升我国软实力和国际影响力的重要途径。尽管近年来我国越来越多的社会组织“走出去”,但其国际影响力非常有限。因此,探讨我国社会组织“走出去”的项目有效性,对于推动我国社会组织有效参与全球治理,具有重要的战略意义和现实意义。本文以造梦公益组织(以下简称“DBSA”)为案例,深入剖析其“走出去”的项目及其经验教训,探讨我国社会组织在国际舞台上的项目有效性及其对全球治理的贡献。通过文献综述、实地调研、人物访谈等研究方法,本文构建了社会组织“走出去”项目有效性评价的指标体系,设立了人均成本、本地机构参与度、本地居民满意度、项目的持续性以及可复制性作为项目的评价指标,对造梦公益已开展的项目进行了有效性分析,也总结造了梦公益组织在国际化进程中的成功经验与面临的挑战。研究发现,造梦公益开展的不同国际项目的有效性强弱不同,其中文化交流类活动,像贫民窟达人秀、贫民窟世界杯、贫民窟艺术展这几个项目的有效性最高,他们的各项评价指标均表现较好;但是奖学金项目的有效性较低,因为它的人均投入较大、可持续性较差并且项目不可复制。总体来说,与其他机构开展的项目相比,造梦公益项目的经济效益指标表现良好,可以认为造梦公益开展的国际项目是有效的。而其原因在于造梦公益组织通过深入了解受援国的文化和需求、与当地社区紧密合作、推动项目本土化实施等策略,有效促进了项目的可持续发展,提升了资源利用效率和社会影响力。同时,本文也指出我国社会组织在“走出去”过程中普遍面临的资源限制、跨文化交流障碍、国际合作机制不健全等挑战。基于上述研究结果,本文提出加强政策支持、提高国际合作的专业化和系统化水平、加强人才培养等建议,旨在为我国社会组织开展国际项目提供借鉴,进一步促进我国社会组织有效参与全球治理,为构建人类命运共同体作出更大贡献。

With the deepening of the "Belt and Road" initiative and China‘s active participation in global governance, the "going global" of Chinese social organizations has become an important way to enhance our country‘s soft power and international influence. Although more and more Chinese social organizations have "gone global" in recent years, their international influence is very limited. Therefore, exploring the effectiveness of Chinese social organizations‘ "going global" projects is of great strategic and practical significance for promoting the effective participation of Chinese social organizations in global governance.This paper takes the Dream Building Service Association (DBSA) as a case study to deeply analyze its "going global" projects and experiences, and explores the effective models of Chinese social organizations on the international stage and their contributions to global governance. Through research methods such as literature review, field research, and interviews, this paper constructs an indicator system for evaluating the effectiveness of social organizations‘ "going global" projects, and sets per capita cost, local institution participation, local resident satisfaction, project sustainability, and replicability as evaluation indicators. It conducts an effectiveness analysis of the projects carried out by DBSA and summarizes the successful experiences and challenges faced by DBSA in the process of internationalization. The research finds that the effectiveness of different international projects carried out by DBSA varies, with cultural exchange activities such as Slum Talent Show, Slum World Cup, and Slum Art Exhibition having the highest effectiveness, as all their evaluation indicators perform well. However, the scholarship project has lower effectiveness due to its higher per capita investment, poorer sustainability, and non-replicability. Overall, compared with projects carried out by other institutions, DBSA‘s projects have good economic efficiency indicators, and it can be considered that the international projects carried out by DBSA are effective. The reason lies in DBSA‘s strategies such as deeply understanding the culture and needs of the recipient countries, closely cooperating with local communities, and promoting the localization of projects, which effectively promote the sustainable development of the projects, improve the efficiency of resource utilization, and enhance social impact. At the same time, this paper also points out the challenges commonly faced by Chinese social organizations in the "going global" process, such as resource constraints, cross-cultural communication barriers, and incomplete international cooperation mechanisms.Based on the above research results, this paper proposes suggestions such as strengthening policy support, improving the professionalism and systematization of international cooperation, and enhancing talent training, aiming to provide references for Chinese social organizations to carry out international projects, further promote the effective participation of Chinese social organizations in global governance, and make greater contributions to building a community with a shared future for mankind.
