摘要

当前中国已经步入城镇化发展的中后期,政府出台大量政策支持实施城市更新行动,推动城市高质量发展。城市更新蓬勃发展且市场空间巨大,但随之而来的是城市更新项目施工安全事故频发。生命高于一切,发展决不能以牺牲人的生命为代价。虽然政府及企业已经认识到安全事故的严重性,但目前城市更新项目施工安全管理研究相对较少,缺少有针对性的定量安全管理评价方法。由于城市更新项目具有震动噪音扰民、管网破坏及燃气爆炸等潜在风险,以及水平和垂直运输困难导致的平面布置难度大等特点,因此有必要系统研究城市更新项目的施工安全管理问题,以提升安全管理水平。 本研究的目的是通过建立城市更新项目施工安全管理成熟度评价方法,实现对城市更新项目施工安全管理的量化分级分析,辅助安全管理决策。首先,通过文献研究、专家访谈和问卷调查,确定了城市更新项目施工安全管理评价指标体系,共分为安全制度、能力建设、风险管理、安全文化、现场实体5个二级指标及安全策划、人员培训、风险控制、领导作用、人的不安全行为、物的不安全状态等15个三级指标。其次,采用层次分析法确定了各级评价指标的权重。再次,基于组织项目管理成熟度模型,将城市更新项目施工安全管理成熟度分为Ⅰ级、Ⅱ级、Ⅲ级、Ⅳ级和Ⅴ级,并选取模糊综合评价法进行成熟度等级评价。最后,以北京西单文化广场升级改造项目为例,对评价方法及评价模型的有效性进行了验证。 研究结果表明:(1)城市更新项目施工安全管理成熟度评价指标体系应包含安全制度、能力建设、风险管理、安全文化、现场实体5个二级指标及安全策划、人员培训、风险控制、领导作用、人的不安全行为、物的不安全状态等15个三级指标;(2)通过案例研究,证明了本研究中城市更新项目施工安全管理成熟度指标体系及评价模型有效性,可以实际应用于城市更新项目施工安全管理成熟度评价。 本研究建立的城市更新项目施工安全管理成熟度评价方法,有利于行业针对城市更新项目施工安全管理成熟度进行量化评价与等级分析,使管理者明确项目安全管理的优势和劣势、重点和难点,进而制定有针对性的安全管理方案,提升施工安全管理水平,减少安全事故的发生。

Currently, China has entered the middle and later periods of urbanization. Chinese government has issued a large number of policies to support the implementation of urban renewal actions in order to promote high-quality development of cities. China‘s urban renewal is booming and the market is huge, but along with it, construction safety accidents in urban renewal projects are frequent. Life above all, development must not be at the expense of human life. Although the government and enterprises have recognized the seriousness of safety accidents, there is relatively little research on construction safety management in urban renewal projects and a lack of targeted quantitative safety management evaluation methods. Since urban renewal projects are characterized with the risk of disturbance such as vibration and noise, pipeline network destruction, and gas explosion, as well as the difficulty of horizontal and vertical transportation, which makes site layout difficult, it is necessary to systematically study the construction safety management of urban renewal projects to improve the performance of safety management. This research aims to establish the evaluation method of construction safety management maturity of urban renewal projects and achieve the quantitative class of construction safety management of urban renewal projects to aid in safety management decision. First, the evaluation index system of construction safety management of urban renewal projects is determined through literature review, expert interview, and questionnaire survey, it involves five secondary indexes, i.e., safety system, capacity, risk management, safety culture, and site entity, as well as fifteen tertiary indexes, such as safety planning, personnel training, risk control, leadership, unsafe human behavior, and unsafe physical conditions and so on. Second, the hierarchical analysis method is used to determine the weight coefficients of each index in the index system. Third, based on the organizational project management maturity model, the maturity of construction safety management of urban renewal projects is classified as Level I, Level II, Level III, Level IV, and Level V, and the fuzzy comprehensive evaluation method is used to evaluate the maturity level. Finally, Beijing Xidan Cultural Plaza Upgrading Project is used to verify the effectiveness of the evaluation method and mould. These are the results of the research. Firstly, the construction safety management maturity evaluation index system of urban renewal projects should contain five secondary indexes, i.e., safety system, capacity, risk management, safety culture, and site entity, as well as fifteen tertiary indexes, such as safety planning, personnel training, risk control, leadership, unsafe human behavior, and unsafe physical conditions and so on. Secondly, the case research proves that the construction safety management maturity index system and evaluation model of urban renewal projects in the research are effective and can be practically applied to the evaluation of construction safety management maturity of urban renewal projects. The evaluation method of construction safety management maturity of urban renewal projects will benefit the quantitative evaluation of construction safety management maturity of urban renewal projects and its classification. This enables managers to clarify the shortcomings and advantages, and priorities and difficulties of projects, and then formulate targeted safety management programs to improve the construction safety management level of this kind of projects, reducing the occurrence of construction safety accidents.
