摘要

数据作为数字经济的核心生产要素,其价值日益凸显,激发了各行业对数据资源开发、利用和流通的需求。我国也明确提出数据是新型生产要素,并在“十四五”规划中强调加快培育数据要素市场,数据要素相关政策高频出台,数据要素市场加速规范化发展,带了巨大的行业商机。A公司作为电信运营商在大数据资产方面具备卓越资源禀赋,在数据资源、数据规模、数据真实性、数据时效性等方面具备行业独特性和竞争优势,A公司基于自身数据资源和能力积累,已初步打造了数据产品与服务能力,面向政府、各行业客户提供产品和服务。但作为A公司新发力的业务领域,也还存在着产品与服务不足、依赖传统资源各自为战、生态合作伙伴有所欠缺等问题。在数据要素流通交易的大背景下,A公司大数据业务发展如何制定符合自身发展的竞争战略,关系到将来的业务发展成败。本论文结合A公司的具体情况,运用了PEST分析、SWOT分析等战略分析工具,并采用访谈方式对行业内的相关从业人员进行了访谈沟通,分析了A公司的宏观环境、行业竞争和跨行业的竞争情况以及自身优势、劣势等的情况,进而总结出A公司的大数据业务发展所采取的竞争战略——差异化战略,并进一步提出差异化发展战略的三个主要路径包括数据源与产品服务的差异化,服务与客户体验的差异化,合作生态的差异化。最后,根据以上差异化战略的路径,总结了六个方面的重点措施,即通过提升全产业链发展实力、打造差异化产品与服务、优化营销及支撑体制、提升客户服务及品体验、多渠道扩大品牌影响力、完善数据业务生态等措施落地推进差异化竞争战略。在数据要素流通交易的大背景下,本论文对A公司大数据业务竞争战略的研究,希望能给A公司以后的业务拓展、发挥市场竞争优势起到一些作用,同时也希望能为行业内友商、行业上下游公司的相关业务发展提供借鉴和参考。

As a core production factor of the digital economy, the value of data is becoming more and more prominent, stimulating the demand for the development, utilization and circulation of data resources in various industries. China has also clearly put forward data as a new type of production factors, and in the "14th Five-Year Plan" emphasized on accelerating the cultivation of data factor market, data factor related policies have been introduced with high frequency, and the data factor market has accelerated the standardized development, which has brought huge business opportunities in the industry.Company A, as a telecom operator, has excellent resource endowment in big data assets, with industry uniqueness and competitive advantages in data resources, data scale, data authenticity, data timeliness, etc. Based on the accumulation of its own data resources and capabilities, Company A has initially built up its data product and service capabilities, providing products and services to the government and customers in various industries. However, as a new business field of Company A, there are still problems such as insufficient products and services, reliance on traditional resources to fight on their own, and lack of ecological partners. In the context of data elements circulation and trading, how to develop a competitive strategy for Company A‘s big data business development in line with its own development is related to the success or failure of future business development.This thesis combines the specific situation of Company A, uses strategic analysis tools such as PEST analysis, SWOT analysis, and interviews with relevant practitioners in the industry, analyzes Company A‘s macro-environment, the competition in the industry and cross-industry competition, as well as its own strengths, weaknesses, etc., and then summarizes the competitive strategy adopted by Company A‘s big data business development --differentiation strategy, and further proposes that the three main paths of the differentiation development strategy include the differentiation of data sources and product services, the differentiation of services and customer experience, and the differentiation of cooperation ecology. Finally, according to the above paths of differentiation strategy, six key measures are summarized, namely, to promote the differentiated competition strategy by improving the development strength of the whole industrial chain, creating differentiated products and services, optimizing the marketing and support system, improving customer service and product experience, expanding the brand influence through multi-channels, and perfecting the data business ecology.Under the background of data element circulation and transaction, this thesis researches on the strategy of big data business development of Company A. We hope that it can play some roles in Company A‘s future business expansion and play a competitive advantage in the market, and we also hope that it can provide reference for the relevant business development of the industry‘s friends and upstream and downstream companies in the industry.
