摘要

物联网作为数字经济的关键组成部分,对我国社会经济发展产生着深远影响。同时,物联网基础设施作为智慧城市的重要组成部分,已成为提升城市治理能力、优化资源配置、改善公共服务的关键设施。然而,在推动城市物联网基础设施建设过程中,普遍存在无序建设、重复建设、数据孤岛三大突出问题。本研究旨在揭示这些问题的深层原因,构建科学合理的统筹建设优化策略,为城市物联网基础设施统筹建设的高质量发展提供理论支持与实践指导。本文首先梳理了城市物联网基础设施的相关政策、典型应用场景、建设流程、建设主体等现状,分析出了建设场景众多、建设标准众多、建设流程复杂、建设主体分散的特点。然后,通过专家访谈法和德尔菲法,对无序建设、重复建设和数据孤岛三个突出问题进行了研究,找到了目标理念、技术标准、建设流程、建设主体、管理制度和人才队伍等6类成因,再采用层次分析法,分析出了技术标准空缺、平台设计不合理、数据模式设计欠考量、政府部门间协作不畅、部门间产权纠纷、监管制度不完善、验收备案制度不完善、缺乏考核制度等8个关键成因;进而,基于成因分析,给出了完善标准体系并成立技术专家组,以数据贯通为重点严控关键设计环节,建立协同工作机制和产权共享机制,完善全过程监管、联合验收及考核制度四项针对性优化策略。最后,通过CQ市住建物联网平台建设项目和XX区智慧管廊建设项目两个工程实例,验证了优化策略的可行性和有效性。本研究针对城市物联网基础设施统筹建设提出的优化策略,可为实现城市物联网基础设施更高水平、更高质量的建设提供支撑和推进作用。

As a key component of the digital economy, the Internet of Things (IoT) has a profound impact on China ‘s social and economic development. At the same time, the IoT infrastructure, as an important part of smart cities, has become a key facility for improving urban governance capabilities, optimizing resource allocation, and improving public services. However, in the process of promoting the construction of urban IoT infrastructure, there are three prominent problems: disorderly construction, repeated construction and data silos. The purpose of this research is to reveal the underlying causes of these problems, construct a scientific and reasonable overall construction optimization strategy, and provide theoretical support and practical guidance for the high-quality development of the overall construction of urban IoT infrastructure.Firstly, this thesis combs the relevant policies, typical application scenarios, construction process and construction subjects of urban IoT infrastructure, and analyzes the characteristics of many construction scenarios, many construction standards, complex construction process and scattered construction subjects. Secondly, through the expert interview method and the Delphi method, the three prominent problems of disorderly construction, repeated construction and data silos are researched, and the six causes of target concept, technical standard, construction process, construction subject, management system and talent team are found. Thirdly, the analytic hierarchy process is used to analyze the eight key causes of technical standard vacancy, unreasonable platform design, lack of consideration of data model design, poor cooperation between government departments, inter-departmental property rights disputes, imperfect supervision system, imperfect acceptance and filing system, and lack of assessment system. Furthermore, based on the analysis of the causes, four targeted optimization strategies are given, including improving the standard system and establishing a technical expert group, strictly controlling key design links with data penetration as the focus, establishing a collaborative work mechanism and a property rights sharing mechanism, and improving the whole process supervision, joint acceptance and assessment system. Finally, based on the two engineering examples of CQ residential IoT platform construction project and XX district intelligent pipe gallery construction project, the feasibility and effectiveness of the optimization strategy are verified.The optimization strategy proposed in this research for the overall construction of urban IoT infrastructure can provide support and promotion for the realization of a higher level and higher quality construction of urban IoT infrastructure.
