摘要

劳动教育是中国特色社会主义教育制度的重要内容,是德智体美劳全面培养的教育体系的重要组成部分,反映了新时代党对教育的新要求。新时代劳动教育所依据的理论基础和实践基础决定了其不同于以往任何国家和任何时期的劳动教育,具有鲜明的中国特色和时代特征。从理论基础来看,马克思主义劳动教育思想为新时代劳动教育提供了根本指导。马克思主义劳动教育思想是由马克思和恩格斯创立的,经由列宁继承和发展,再由毛泽东、邓小平、江泽民、胡锦涛、习近平为主要代表的中国共产党人丰富和发展的思想体系。党的十八大以来,习近平总书记紧密结合经济社会发展变化和学生生活实际,将劳动教育提高到了与德智体美四育并列的新高度,丰富和发展了新时代党的教育方针。从实践基础来看,党的十八大以前的劳动教育实践为新时代劳动教育提供了宝贵经验。中国共产党的劳动教育实践经由新民主主义革命时期的早期萌芽、社会主义革命和建设时期的艰难探索和改革开放和社会主义现代化建设时期的不断完善的历史阶段,进入新时代全面加强的发展新阶段。进入新时代以来,劳动方式、劳动观念的深刻变化和教育改革的深入推进,对加强劳动教育提出了新要求。新时代劳动教育具有独特的育人功能和价值意蕴,意味着它在人才培养体系中具有不可或缺的重要地位。新时代劳动教育本质上具有社会主义属性,内蕴着培养社会主义建设者和接班人的育人要求,肩负着为中国式现代化各项事业培养大国工匠和能工巧匠的时代使命。我国经济的高质量发展和现代科技的迅速发展,要求劳动教育在内容和方法上不断与时俱进。全面构建体现时代特征的劳动教育体系,既要构建集劳动观念教育、劳动技能教育和劳动实践教育于一体的劳动教育内容体系,又要将劳动教育纳入人才培养全过程,构建全员全程全方位的育人体系,还要通过加强大中小学劳动教育的横向贯通与纵向衔接,推进大中小学劳动教育一体化建设。新时代加强劳动教育,必须建立健全实施机制、保障机制和评价机制,坚持因校制宜,创新劳动教育模式,将劳动教育融入办学治校各领域、教育教学各环节、人才培养各方面;加强组织领导、主体力量、条件保障和技术支撑等,为新时代劳动教育的实施创造必要条件,还要将劳动素养纳入学生综合素质评价体系,发挥劳动教育评价的指挥棒作用,切实提升新时代劳动教育的育人效果。

Labor education is an important part of the socialist education system with Chinese characteristics, and an important component of the education system that comprehensively cultivates morality, intelligence, physical fitness, aesthetics, and labor skills. It reflects the new requirements of the Communist Party of China for education in the new era. The theoretical and practical basis on which labor education in the new era is based determines that it is different from labor education in any country or period in the past, and has distinct Chinese and contemporary characteristics. From a theoretical perspective, Marxist labor education ideology provides fundamental guidance for labor education in the new era. From a practical perspective, the labor education practice before the 18th National Congress of the Communist Party of China has provided valuable experience for labor education in the new era. The labor education practice of the Communist Party of China has entered a new stage of comprehensive strengthening in the new era through the early germination of the new democratic revolution period, the difficult exploration of the socialist revolution and construction period, and the historical stage of continuous improvement of the reform and opening up and the socialist modernization period.Since entering the new era, profound changes in labor methods and concepts, as well as the deepening of education reform, have put forward new requirements for strengthening labor education. The labor education in the new era has unique educational functions and value implications, which means it plays an indispensable and important role in the talent cultivation system. The labor education in the new era has the socialist attribute in essence, contains the educational requirements of cultivating socialist builders and successors, and shoulders the mission of cultivating great country craftsmen and skilled craftsmen for various undertakings of Chinese path to modernization. The high-quality development of China's economy and the rapid development of modern technology require labor education to constantly keep up with the times in terms of content and methods. To comprehensively build a labor education system that reflects the characteristics of the times, it is necessary to build a labor education content system that integrates labor concept education, labor skills education, and labor practice education. At the same time, labor education should be included in the entire process of talent cultivation, and a comprehensive education system for all staff should be constructed. It is also necessary to strengthen the horizontal and vertical connection of labor education in primary, secondary, and tertiary schools, and promote the integrated construction of labor education in primary, secondary, and tertiary schools. To strengthen labor education in the new era, it is necessary to establish and improve implementation mechanisms, guarantee mechanisms, and evaluation mechanisms, adhere to the principle of adapting to school conditions, innovate labor education models, and integrate labor education into various fields of school management, education and teaching, and talent cultivation; Strengthening organizational leadership, subject strength, condition guarantee, and technical support, creating necessary conditions for the implementation of labor education in the new era, and incorporating labor literacy into the comprehensive quality evaluation system of students, playing the role of the baton of labor education evaluation, and effectively improving the educational effect of labor education in the new era.
