摘要

本研究关注当代泰国君主政治策略变化的性质,聚焦泰国君主制在民主化过程中的制度韧性策略及其变化规律。本文研究1932年君主立宪制度确立之后泰国四位立宪君主的政治策略,通过采取案例分析法、实地研究调查法、比较研究和访谈法考察泰国君主政治策略的变化,尤其是通过在泰国曼谷进行田野调查所得的第一手材料,深入研究君主立宪制度的韧性问题。在理论研究上,本研究在韦伯和亨廷顿的理论基础上构建了一个政治秩序的分析框架,即通过考察君主对民主化环境下的君主合理性与合法性策略,分析君主制韧性与政治策略的关系。同时,通过比较案例研究,对泰国君主在民主化以来的不同政治策略进行了分析,考察国王在民主时代中如何发挥主观能动性以应对各种挑战和危机,成功维持君主立宪制韧性的问题。通过聚焦泰国君主立宪制的实践并兼顾与其他国家君主制的比较,本研究发现,在民主化过程中,君主采取不同的合理性策略和合法性策略,会导致君主立宪制出现制度适应、制度革命、制度化韧性和策略化韧性等若干政治形态。维持君主立宪制度韧性的成果,很大程度上取决于国王个人对政治局势判断的能力。只有当国王正确判断所面对的挑战和风险,适当运用合法性策略吸纳平民阶层,同时兼顾合理性策略与精英阶层展开合作,君主立宪制度才能保持高水平韧性。同时,本研究还发现泰国的君主立宪制度的韧性呈现出阶段性特点,这与泰国王室所采取的政治策略正确与否直接相关。本研究的主要创新之处体现在拓展了比较政治学意义上泰国王室和君主立宪制度研究的薄弱环节,加强了学界关于王室制度韧性的研究,也克服了因为君主问题的高度敏感性而对收集资料造成的困难,推进了关于泰国政治的田野研究。此外,本研究在解读泰国君主立宪制度的韧性的同时,也承认该制度持续受到民主改革派的冲击。当下,泰国立宪国王的权力完全超越司法体系,处于立宪革命以来的空前高度,泰国国王必须更加谨慎地处理王室—平民关系,改善国王的公共形象,在未来维持君主立宪制度韧性的难度会加大。

This study focuses on the nature of changes in the political strategies of contemporary Thai monarchs, focusing on the institutional resilience strategies of the Thai monarchy in the process of democratization and their changing patterns. This article studies the political strategies of Thailand's four constitutional monarchs after establishing the constitutional monarchy in 1932. It examines the changes in the political strategies of Thailand's monarchs through case analysis, field research, comparative research, and interviews. In particular, through first-hand materials from fieldwork in Bangkok, Thailand, we conducted an in-depth study of the resilience of the constitutional monarchy.In terms of theoretical research, this study constructs an analytical framework for a political order based on the theories of Weber and Huntington, that is, by examining the monarch's rationality and legitimacy strategies in a democratizing environment and analyzing the relationship between the resilience of the monarchy and its political strategies. At the same time, through comparative case studies, the different political strategies of the Thai monarch since democratization are analyzed, and how the king exerts his subjective initiative to cope with various challenges and crises in the democratic era and successfully maintains the resilience of the constitutional monarchy.By focusing on the practice of Thailand's constitutional monarchy and taking into account comparisons with the monarchies of other countries, this study found that in the process of democratization, the monarch adopts different rationality strategies and legitimacy strategies, which will lead to institutional adaptation, institutional revolution, and Several political forms such as institutionalized resilience and strategic resilience. Maintaining the constitutional monarchy's resilience largely depends on the king's ability to judge the political situation. Only when the king correctly judges the challenges and risks he faces, appropriately uses legitimacy strategies to attract the ordinary people, and considers rational strategies to cooperate with the elite can the constitutional monarchy maintain a high level of resilience. At the same time, this study also found that the resilience of Thailand's constitutional monarchy system exhibits stage characteristics directly related to the correctness of the political strategies adopted by the Thai royal family.The main innovation of this study is to expand the weak links in the study of the Thai royal family and the constitutional monarchy system in the sense of comparative politics, strengthen the academic research on the resilience of the royal system, and overcome the difficulty in collecting data due to the high sensitivity of the monarch issue. The difficulties caused have advanced field research on Thai politics. In addition, while interpreting the resilience of Thailand's constitutional monarchy, this study also acknowledges that the system continues to be attacked by democratic reformers. At present, the power of Thailand's constitutional king ultimately transcends the judicial system and is at an unprecedented height since the constitutional revolution. The king of Thailand must handle the relationship between the royal family and civilians more carefully and improve the king's public image. It will become more challenging to maintain the resilience of the constitutional monarchy system in the future.
