摘要

本研究聚焦政府数字化中政府部门间协同的问题,探讨当前地方政府平台主要存在哪种类型的政企合作治理结构?何种因素影响了地方政府在数据平台建设中的政企合作治理结构选择?不同类型的政企合作治理结构对政府部门间的协同有何不同的影响?自2014年大数据首次写入政府工作报告到2019年党的十九届四中全会将数据纳入生产要素,政务数据平台大量建设。由于技术的复杂性和资源的有限性,政府往往需要在政企合作风险中选择与技术型企业合作,一些条件相似的城市,在政企合作风险的压力下,有的成功推动了政府部门间的协同,有的则功败垂成,案例对比表明数字化背景下政府部门间协同存在职责不清,缺乏共同目标和协同能力的现实困境。本研究梳理了政府部门间协同、数字化背景下政府部门间协同和政企合作对部门间协同的相关文献综述的基础上,认为现有研究无法解释政府数字化背景下地方政务数据平台建设中政府选择不同种政企合作治理结构的原因,为何能够推动不同程度的政府部门间协同。基于治理结构、平台治理理论的基础,在技术-组织-制度和协同治理的逻辑链条下,构建了技术因素、制度因素影响数字政府平台的政企合作治理结构,通过价值整合、技术赋能推动政府间协同合作关系的路径模型。通过观察,实地调研,和与52位市级、县区级大数据部门和其他业务部门的政府工作人员,以及33位与政府合作从事政务数字化转型的企业人员的深度访谈,研究进行了案例筛选,选取了四个县区级由县区政务数据主管部门负责的、有相当典型意义的地方政务数据平台的建设和营运进行深入研究,运用过程追踪方法,对政企合作的政府平台及其主要影响因素进行描述和对比,研究其发生、发展和治理绩效。这四种政企合作治理结构在角色分配、利责分配和决策结构上表现不同,推动部门间合作协同的效益也不同,被归类成:共创共享式平台、网络式平台、企业主导式平台和政府主导式平台。研究发现:四种平台的形成与地方特色、治理条件和环境,官员企业特点密切相关。四种方式都通过价值整合和技术赋能的方式推动了政府部门间协同。在促进政府部门间协同的方面,网络式平台效果最优。基于这些发现,作者提出,政企合作需要根据地方特色发展,选择合适企业伙伴,通过政企价值整合、技术赋能, 推动政府部门间有效协同。

This study focuses on the coordination among government departments in the digitization of government, and explores what type of government-enterprise cooperation governance structure exists in the current local government platform. What factors affect the choice of government-enterprise cooperation governance structure of local governments in the construction of data platforms? What are the different effects of different types of government-enterprise cooperative governance structures on the collaboration between government departments?Since big data was first written into the government work report in 2014 to the Fourth Plenary Session of the 19th Central Committee of the Party in 2019, data has been incorporated into production factors, and a large number of government data platforms have been built. Due to the complexity of technology and limited resources, the government often needs to choose cooperation with technology-oriented enterprises in the risk of government-enterprise cooperation. Under the pressure of government-enterprise cooperation risk, some cities with similar conditions have successfully promoted the cooperation between government departments, while others have failed. Case comparison shows that there are unclear responsibilities in the cooperation between government departments under the digital background. Lack of common goals and the ability to work together.Based on the literature review on inter-government collaboration, inter-government collaboration under the background of digitization, and government-enterprise cooperation on inter-department collaboration, this study believes that existing studies cannot explain the reasons why the government chooses different kinds of government-enterprise cooperation governance structures in the construction of local government data platform under the background of government digitization, and why the inter-government collaboration can be promoted to different degrees. Based on the theory of governance structure and platform governance, and under the logic chain of technology-organization-system and collaborative governance, this paper constructs a path model in which technological and institutional factors affect the government-enterprise cooperation governance structure of digital government platform, and promotes the cooperative relationship between governments through value integration and technology empowerment.Through observation, field research, and in-depth interviews with 52 municipal and county level big data departments and other business departments, as well as 33 enterprise personnel engaged in government digital transformation cooperation with the government, the study conducted case screening. The construction and operation of four typical local government data platforms at the county and district level, which are responsible for the county and district government data departments, are studied in depth. The process tracking method is used to describe and compare the government platforms of government-enterprise cooperation and their main influencing factors, and to study their occurrence, development and governance performance.These four kinds of government-enterprise cooperation governance structures are different in role allocation, profit and responsibility allocation and decision-making structure, and the benefits of promoting inter-departmental cooperation and collaboration are also different, and they are classified into: co-creation and sharing platform, network platform, enterprise-led platform and government-led platform. It is found that the formation of the four platforms is closely related to local characteristics, governance conditions and environment, and the characteristics of official enterprises. The four approaches promote inter-governmental collaboration through value integration and technology empowerment. In terms of promoting collaboration between government departments, web-based platforms have the best effect. Based on these findings, the author proposes that government-enterprise cooperation needs to develop according to local characteristics, select suitable business partners, and promote effective collaboration between government departments through the integration of government-enterprise value and technology empowerment.
