摘要

进入新时代,以习近平同志为核心的党中央高度重视劳动教育。对于高校而言,新时代加强劳动教育是促进学生德智体美劳全面发展、落实高校育人职责、培育社会主义核心价值观和为中国式现代化提供坚实人才支撑的必然要求。2020年,中共中央、国务院下发《关于全面加强新时代大中小学劳动教育的意见》,为新时代加强高校劳动教育提供了基本遵循。为了更好地推进高校劳动教育工作,需要对其基本理论、现实问题、实践进路等方面加强研究。加强高校劳动教育,需要澄清基本问题,并从马克思主义经典理论以及中国共产党领导的劳动教育实践中探寻其理论基础和实践依据。马克思主义经典作家基于历史唯物主义的劳动观点,提出了“教育与生产劳动相结合”思想,并将其作为无产阶级政党劳动教育政策的基本指引。中国传统社会形成了“耕读传家”的独特劳动教育文化,但在步入近代后面临着多方面挑战。在马克思主义教劳结合思想的指引和中国传统劳动教育思想的滋养下,中国共产党积极推动开展高校劳动教育,坚持以时代要求作为出发点,发挥劳动教育独特育人价值,服务党和国家的中心工作。新时代高校劳动教育已经取得了一些积极成就,表现在强化了党的全面领导、澄清了内涵与目标的基本问题、初步构建起实施矩阵和建立起相对完善的组织保障体系。但同时还存在一些问题,其原因来自于产业新业态和劳动新形态涌现、社会劳动文化淡漠、家庭劳动教育长期缺位、高校主体责任落实不到位。作为中国高等教育的一面旗帜,清华大学有着丰富的劳动教育实践积累。进入新时代,清华大学劳动教育呈现出坚持全过程党建的引领、与集体建设紧密结合、劳动教育途径进一步拓展、体脑结合原则得到重申的特点,这些特点连同其劳动教育实践中仍然存在的问题一道,为未来高校劳动教育的进一步发展提供了重要参考。基于理论和现实问题的辨析梳理以及对清华大学创新个案的分析,新时代加强高校劳动教育的基本框架包括,坚持习近平总书记劳动教育相关重要论述的思想认识与政策方针总体安排,坚持立德树人、因地制宜、体现时代特征、体脑结合、集体主义与个性发展相结合五项重要原则,坚持从明晰责任划分、彰显实践属性、完善实施框架、推动文化建设和加强组织保障五方面推动高校劳动教育工作。这三个层次的内容共同构成了新时代加强高校劳动教育的实践进路。

Entering the new era, the Party Central Committee with Comrade Xi Jinping as the core attaches great importance to labor education. For colleges and universities, strengthening labor education in the new era is an inevitable requirement to promote the all-round development with sound moral grounding, intellectual ability, physical vigor, aesthetic sensibility, and work skills, implement the educational responsibilities of colleges and universities, cultivate the core socialist values and develop a strong workforce for a Chinese path to modernization. In 2020, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Comprehensively Strengthening Labor Education in Universities, Middle Schools and Primary Schools in the New Era", which provides basic guidelines for strengthening labor education in colleges and universities in the new era. In order to better promote labor education in colleges and universities, it is necessary to strengthen research on its basic theories, practical problems, and practical approaches.To strengthen labor education in colleges and universities, it is necessary to clarify basic issues and explore its theoretical foundation and practical basis from the classic Marxist theory and the labor education practice led by the Communist Party of China. Based on the labor perspective of historical materialism, classic Marxist writers proposed the idea of "integrating education with productive labor" and regarded it as the basic guideline for the labor education policy of the proletarian party. Traditional Chinese society has formed a unique labor education culture of "farming and reading heirloom", but it faces many challenges since the advent of modern times. Under the guidance of the Marxist thought of integrating education with productive labor and the nourishment of traditional Chinese labor education thoughts, the Communist Party of China actively promotes labor education in colleges and universities, adheres to the requirements of the times as the starting point, gives full play to the unique educational value of labor education, and serves the central work of the Party and the country.Labor education in colleges and universities in the new era has achieved some positive achievements, which are reflected in strengthening the Party's overall leadership, clarifying basic issues of connotation and goals, initially building an implementation matrix, and establishing a relatively complete organizations and guarantee system. But at the same time, there are still some problems. The reasons come from the emergence of new industries and new forms of labor, the indifference of social labor culture, the long-term absence of family labor education, and the failure to implement the main responsibilities of colleges and universities.As a banner of higher education in China, Tsinghua University has a rich accumulation of labor education practices. Entering the new era, Tsinghua University's labor education has shown the characteristics of adhering to the guidance of the whole process of Party building, closely integrating with collective construction, further expanding labor education channels, and reaffirming the principle of combining physical and mental labor. These characteristics, together with the problems that still exist in the practice of labor education in Tsinghua University, provide an important reference for the further development of labor education in colleges and universities in the future.Based on the analysis of theoretical and practical issues and the analysis of innovative cases of labor education in Tsinghua University, the basic framework for strengthening labor education in colleges and universities in the new era includes three levels of content. First, we must adhere to the ideological understanding of General Secretary Xi Jinping’s important expositions on labor education and and overall policy arrangements of the Praty. Second, we must adhere to the the five important principles of labor education in colleges and universities in the new era, which include fostering virtue through education, adapting to local conditions, reflecting the characteristics of the new era, combining physical and mental labor, and combining collectivism and personality development. Third, we must promote labor education in colleges and universities from five aspects: clarifying the division of responsibilities, highlighting practical attributes, improving the implementation framework, promoting a culture of labor, and strengthening organizations and guarantees. These three levels of content together constitute the practical approach to strengthening labor education in colleges and universities in the new era.
