循环经济以可持续发展作为基础,将资源进行充分利用。循环经济理念起源于欧盟,并迅速在全球范围内引起热潮。我国是人口大国,虽然地大物博,但是人均可支配资源量小。资源极其有限,所以采用循环经济的发展模式对未来经济发展至关重要。电器电子产品在废弃后,若不进行妥善处理,会释放有害物质,比如铅、镉、汞等,这些物质会严重污染土壤、水源和空气,对环境造成长期的负面影响。通过科学的回收处理,这些资源可以得到有效回收和再利用,减少了对原材料的开采,促进了资源的循环利用和可持续发展。本文采用案例分析法与文献分析法进行。首先介绍了废弃电器电子产品处理行业的发展,并结合安徽广源科技发展有限公司的经营情况,从而确定研究背景及研究意义,明确本文的研究框架和研究方法。对循环经济、生产者责任延伸有关理论以及废弃电器电子产品回收处理模式与定价机制的研究进行综述,为后续研究奠定基础保障。其次梳理了欧盟部分国家、美国、日本以及我国现行的关于废弃电器电子产品相关政策及法规。之后介绍了我国废弃电器电子产品回收处理行业发展现状,分析安徽广源科技发展有限公司的效益与运营风险,从而梳理现存废弃电器电子产品处理行业的问题,主要是基金拖欠现象严重、行业税负严重、行业发展缓慢、行业技术标准较低以及行业拆解环保处置成本高。提出完善产品处理补贴基金政策、完善税收在循环经济领域的政策、多举措推动行业发展、提升行业技术标准、完善环保激励政策以及促进政策形成系统闭环的建议。通过研究废弃电器电子产品的回收处理政策,可以推动环境经济学理论的发展。研究有助于理解在经济活动中如何有效地实现资源的最优配置,以及环境保护与经济增长之间如何达成平衡。废弃电器电子产品包含大量贵重金属和其他资源。通过科学回收和处理,可以实现这些资源的有效回收和再利用,减少资源消耗和能源开支。
Circular economy is based on sustainable development and makes full use of resources. The idea of circular economy originated in the European Union and quickly became popular all over the world. China is a large country with a large population, although the amount of disposable resources per capita is small. Resources are extremely limited, so adopting a circular economy development model is crucial for future economic development. Electrical and electronic products, if not properly disposed of after waste, will release harmful substances, such as lead, cadmium, mercury, etc., which will seriously pollute soil, water and air, causing long-term negative effects on the environment. Through scientific recycling treatment, these resources can be effectively recovered and reused, reducing the exploitation of raw materials, and promoting the recycling and sustainable development of resources.This paper uses case analysis and literature analysis. Firstly, the development of waste electrical and electronic products disposal industry is introduced, and combined with the operation of Anhui Guangyuan Science and Technology Development Co., LTD., so as to determine the research background and research significance, and clarify the research framework and research methods of this paper. Secondly, the paper summarizes the theories of circular economy, extension of producer responsibility, and the research of recycling treatment mode and pricing mechanism of waste electrical and electronic products, which lays a foundation for the follow-up research. The current policies and regulations on waste electrical and electronic products in some countries of the European Union, the United States, Japan and China are reviewed again. After that, it introduces the development status of China's waste electrical and electronic products recycling industry, analyzes the benefits and operational risks of Anhui Guangyuan Science and Technology Development Co., LTD., so as to sort out the problems of the existing waste electrical and electronic products processing industry, mainly the serious delinquency of funds, the serious tax burden of the industry, the slow development of the industry, the low technical standards of the industry and the high cost of environmental disposal of the industry. It puts forward suggestions to improve the policy of product treatment subsidy fund, improve the policy of taxation in the field of circular economy, take more measures to promote the development of the industry, improve the technical standards of the industry, improve the incentive policy of environmental protection and promote the formation of a systematic closed-loop policy.By studying the recycling policy of waste electrical and electronic products, the development of environmental economics theory can be promoted. The study helps to understand how to effectively achieve the optimal allocation of resources in economic activities and how to strike a balance between environmental protection and economic growth. Waste electrical and electronic products contain large amounts of precious metals and other resources. Through scientific recovery and treatment, the effective recovery and reuse of these resources can be achieved, and resource consumption and energy expenditure can be reduced.
