在新疆南疆地区，基层的有效治理是社会长期稳定的基石，也是经济高质量发展的先决条件。2014年开展的“访惠聚”工作，是对基层治理的有效探索，“访惠聚”直接参与基层各项工作的开展，在基层治理当中扮演着重要的角色。随着“访惠聚”工作的深入开展，本文认为在建强基层党组织、巩固拓展脱贫攻坚、稳固社会环境、实施“文化润疆”工程等方面成效显著。同时文章认为“访惠聚”工作也对基层治理带来了一些新的问题需要警惕。文章通过对“访惠聚”工作的深入研究，主要了解其参与基层治理的现状、存在的主要问题，并剖析问题背后的逻辑原因，最后提出优化“访惠聚”、促进基层治理体系和治理能力的现代化的对策建议。 本文以新疆M县为例，通过文献查询，在借鉴前人研究的基础上，设定了相关的访谈提纲。在M县选择了51个样本进行访谈，有效访谈率为100%。通过访谈，全面的了解“访惠聚”工作开展的基本情况、取得的成效和存在的问题。同时笔者在2018年-2020年参与了“访惠聚”工作，工作期间担任工作队队员、队长等职务，在2021年-2023年，对“访惠聚”参与基层治理进行了3年的观察，获得了第一手基础性的材料，为文章的研究提供了支撑。 文章通过研究发现“访惠聚”参与基层治理存在的主要问题是基层党建能力不强、自治能力发挥不足、工作队自身缺陷和机制不协调。通过问题剖析出的逻辑原因是执政角色的冲突、治理成本的提升、权责的不明晰、自身职能的弱化。文章在最后提出了相应的建议：健全农村治理体系、优化驻村工作机制、培养壮大后备力量、明确权责清单。由此通过对“访惠聚”工作队自身的优化实现基层治理体系的逐步完善、治理水平的明显提升，补齐补全农村发展过程中的短板弱项，由点及面推动整个基层农村的发展走向现代化。
