随着国家的持续发展和经济环境的不断变革,我们面临着全球化带来的新挑战和问题。为了应对这些挑战,推动行政审批制度改革已成为我国经济和社会发展的必然趋势和关键需求。在此背景下,工程建设项目审批问题因环节繁多、耗时长和审批难度大而备受关注,成为改革的重要突破口。自2019年起,A市高新区依照市委、市政府赋予的“改革试验区”定位,积极探索提升审批服务效能的途径,努力实现工程建设项目审批流程最简、服务最优、效率最高的改革目标,以营造更优质的营商环境。本文主要采用文献研究、实地调研和问卷调查等方法,对当前我国在工程建设项目审批制度改革实践情况进行了梳理。文章探讨了企业在工程建设项目报审过程中常遇到的问题和突出困难,并分析了审批流程碎片化、信息化技术与审批联动不协同和管理机制不完善等问题产生的原因。基于存在的问题,以A市高新区工程建设项目审批制度改革为研究案例,本文阐释了该地区相对集中行政许可权改革与工程建设项目审批相结合的做法:一是试点相对集中行政许可,构建了新的审批政务体系,二是减事项、并环节、调时序,重塑了项目的审批流程,三是探索服务型政府治理,创新了审批的有关制度,四是加强技术型审查应用,搭建了信息化平台辅助审批。通过对A市高新区工程建设项目审批制度改革的调查和研究,本文全面梳理了该地区改革的整个过程,并发现了改革后的优势和不足。一方面,通过搜集不同地区的改革经验和典型做法,从审批流程优化的角度与该地区进行了比较分析,研究论证了该地区改革实践在提高工程审批效率方面的有效性,另一方面,通过对效能优化满意度的调查,从审批相关方的角度评估了改革措施在改善审批服务效果方面所取得的初步成果。研究认为,创新的改革方式不仅推动了审批制度变革的深入发展,提高了审批效率和质量,更增强了政府的行政能力和公信力,促进了服务型政府治理体系的建设。这一改革模式的实践成效,说明了相对集中的行政许可和工程建设项目审批制度改革能够有效融合,并为具有相同发展水平和相同行政体制地区的工程建设项目审批改革提供了新的思路。
With the continuous development of the country and changes in the economic environment, new challenges and problems are brought about by globalization. To tackle the problems, the reform of the administrative approval system has become an inevitable trend and an essential requirement of China‘s economic and social development. Against this backdrop, the approval system of engineering construction projects has become a major concern of the society for its complex, time-consuming, and difficult procedures, and is regarded as a breakthrough of a comprehensive reform. Since 2019, centralizing the positioning of the "reform pilot area" confirmed by A City Municipal Committee and Municipal People’s Government, A City High-tech Zone actively explores ways to improve the efficacy of approval services, strive to achieve the goal of the simplest process, the best service, and the highest efficiency in the approval of engineering and construction projects, aiming to create a higher-quality business environment.Applying the method of literature research, field research and questionnaire survey, this thesis clarifies the problems in the practice of engineering construction approval system for social investment projects in China at the present stage. The essay discusses the major difficulties encountered by enterprises in project reporting and examination, and analyzes the reasons behind the problems of fragmentation of approval process, lack of synergy between information technology and approval process, and unsound management mechanism hindering the operation of the approval process. The reform of engineering construction project approval system in A City High-tech Zone is studied as an example to solve the problems mentioned above. This thesis illustrates the reform measures to combine relatively centralized administrative licensing authority reform with engineering construction project approval, including (1) implementing relative centralized administrative licensing authority in pilot zone, (2) reshaping the engineering construction project approval process, (3) exploring the path of service-oriented government governance to innovate relevant authority systems; (4) strengthening the application of technology-based review by establishing an information technology platform to assist in the approval.Investigating the reform of engineering construction project approval system in A City High-tech Zone, this study illustrates the formulation and implementation of the reform and summarizes the advantages and disadvantages of it. On the one hand, from the perspective of increase the efficiency of engineer construction approval, a comparative analysis of reform experiences and typical practices between A City pilot zone and other regions at home and abroad is performed to demonstrate the effectiveness of the reform practices in the area. On the other hand, from the perspective of the stakeholders, an investigation on the satisfaction of efficacy optimization is conducted to evaluate the preliminary achievements of the reform measures on improving the efficiency of the approval of engineering construction projects.This study shows that the innovative reform approach has not only driven the change of the approval system in depth and improved approval efficiency and quality, but also enhanced the government‘s service capacity and credibility and promoted the construction of a service-oriented government governance system. The achievements of the reform demonstrate an effective integration of the relatively centralized administrative licensing and engineering construction project approval system reform, and furthermore, bring up new ideas for the approval system reform of engineering construction projects in areas with same-leveled development and the same administrative system.
