摘要

“为政以德”理念是中华文明的智慧结晶,同科学社会主义价值观主张具有高度契合性。政德意指“为政之德”,是对“为政以德”理念的继承与发展,是治国理政之“政”与核心价值观之“德”的结合,是中国共产党人在长期革命、建设和改革中形成的有关治国理政的价值追求、宗旨意识和道德修养,具有政德形态和政德现象双重本质属性。作为形态,政德是中国共产党人理想信念、根本宗旨、政治品格的集中体现;作为现象,立政德是中国共产党人明大德、守公德、严私德的鲜明彰显。中国共产党人政德建设是对马列主义政德建设思想尤其是马克思恩格斯的政治品格、价值追求、道德判断和现实关怀以及列宁有关政德建设论述的继承与发展;是对中国传统政德建设思想尤其是“为政以德”治国理念、“君舟民水”民本致思以及“克明俊德”君子人格等内容的传承与转化;是对西方政德建设思想中道德责任伦理主张、公共服务价值理念和公共服务制度规范的借鉴与超越。中国共产党人政德建设的发展经历了1919—1921年的促醒与促生,1921—1949年的发端与起步,1949—1978年的探索与进步,1978—2012年的改革与拓新以及2012年至今的守正与创新等历程。纵观各个历史时期,中国共产党人基于不同时代特征和自身核心任务,体现和凝聚了由“政德意识—政德关系—政德行为”组成的政德现象和政德形态。百余年来,中国共产党人政德建设始终坚持共时态与历时态相融合、理论教育与实践淬炼相统合、高度凝练与具象展现相整合以及对党忠诚与不负人民相耦合,形成了以大德公德私德为体系框架、党员领导干部为重点人群、榜样引领示范为目标导向、党内集中教育为实践保障、干部选任导向为标准对照以及严家教正家风为重要方式的历史经验。新时代新征程上,中国共产党人政德建设的守正创新主要围绕其现实境遇、内在机理和外在机制展开。首先,要进一步明晰政德建设的大党独有难题,厘清“应然”与“实然”、“公域”与“私域”、“共性”与“个性”、“知易”与“行难”间存在矛盾的现实境遇及其成因;其次,要进一步把握政德建设“昭政德—循政德—铸政德—立政德”的内在机理;最后,要进一步深化政德建设“寓政德于教—寓政德于行—寓政德于督—寓政德于责”的外在机制。

The idea of “governing by virtue” is the crystallization of Chinese civilization’s wisdom, which is highly consistent with the values and propositions of scientific socialism. The virtue of governance is the inheritance and development of such idea, and it is the combination of the governance of China and the virtue of the core values. It is the value pursuit, purpose consciousness and political character related to governance and administration formed by the Communist Party of China (CPC) in its long-term revolution, construction, and reform practice, with dual natures as both a form and a phenomenon of the virtue of governance. As a form, the virtue of governance embodies the ideal beliefs, fundamental purpose, and moral cultivation of the Chinese communists. As a phenomenon, reinforcing the virtue of governance vividly demonstrates the principles of being mindful of the greater good, observing public morality, and maintaining strict personal integrity. The virtue of governance formation of the Chinese communists is an inheritance and development of the political morality formation ideas of Marxism and Leninism, especially Marx and Engels’ political character, value pursuit, moral judgment, and realistic concern, as well as Lenin’s discussion on political morality formation. It is the inheritance and transformation of traditional Chinese political morality formation ideas, especially the concept of governing with virtue, the people-oriented governance concept and the personality of a gentleman with outstanding abilities and moral character. It is also the inheritance and transcendent of Western political morality formation ideas, including moral responsibility ethics, public service values, and public service system principles.The virtue of governance formation of the Chinese communists has gone through different historical periods, including its awakening and emergence from 1919 to 1921, its beginning and initiation from 1921 to 1949, its exploration and progression from 1949 to 1978, its revolution and innovation from 1978 to 2012 and upholding its fundamental principles and breaking the grounds since 2012. Throughout different historical periods, the CPC has adapted to features of different time periods and its core responsibilities, embodied and coalesced political morality phenomena and forms which are composed of such consciousness, relationship and behaviors. For more than a hundred years, the virtue of governance formation of the Chinese communists has always adhered to its distinct characteristics, including the integration of synchronic and diachronic perspectives, the integration of theoretical and practical education, the combination of highly condensed and concrete displays, and the coupling of loyalty to the Party and serving the people. It has formed historical experience that adhere to the framework of the greater, public and private morality in governance, with leading cadres of the Party as the key group, role models and exemplary leading as the value orientation, extensive education initiatives within the Party as the practical assurance, cadre selection and appointment as the standardized reference, and the emphasis of the value of family education as a crucial approach.In the new journey of the new era, upholding the fundamental principles and breaking the grounds of the virtue of governance formation of the CPC mainly concerns the current situation, internal mechanisms, and external mechanisms. Firstly, it is necessary to clarify the unique challenges faced by the virtue of governance formation in a large party, and to distinguish the contradictions between “should” and “actual”, “public domain” and “private domain”, “commonality” and “individuality”, “knowledge” and “practice” in its current situation and their causes. Secondly, it is necessary to follow the internal mechanisms of the virtue of governance formation, which involve a process of “demonstrating, adhering, forging, and reinforcing” the virtue of governance, and develop a scientific understanding of the virtue of governance, cultivate noble emotions towards the virtue of governance, and hone a firm will for the virtue of governance, thus practicing appropriate behaviors with the virtue of governance. Finally, it is necessary to deepen the external mechanisms of the virtue of governance formation, including enhancing education of the virtue of governance, promoting the cultivation of the virtue of governance in practice, leveraging the supervision effectiveness for the virtue of governance, and improving the virtue of governance attribution mechanism.
