中国特色社会主义进入新时代以来党中央高度重视高校意识形态工作,加强了高校意识形态工作体制机制建设。本文通过历史梳理、现实考察、理论分析,研究新时代为何加强相关体制机制建设,如何开展相关建设,有哪些理论与实践成果。纵观高校意识形态工作体制机制发展史,其中既有许多重大成就和宝贵经验,也遇到过一些问题。比如新中国成立初期高校“一长制”模式下一度存在党的领导不足的问题,二十世纪五十年代后期开始出现党委包揽行政、意识形态工作泛化的问题,改革开放后在探索党政分开过程中出现过意识形态领域党的领导弱化现象。此外,随着互联网技术快速发展,西方国家对我国高校意识形态渗透加剧,各种错误思潮相互激荡,高校教学与研究过程中“西化”倾向有所加强。高校意识形态工作在落实党的领导、部门协同配合、工作评价监管、领导干部能力等方面亟待提高。针对上述问题,新时代以来党对高校意识形态工作体制机制进行了改革完善,以实行交叉任职、建立责任机制、完善民主议事决策机制和协调运行机制等举措,破除党委领导与校长依法独立履职二元对立的错误观念,为巩固党对高校意识形态工作领导权、管理权、话语权建立重要保障。同时,随着党内法规不断完善,国家相关法律不断健全,高校意识形态工作科学化、制度化、规范化水平显著提升。高校意识形态工作体制创新主要体现在从领导机构、组织框架和领导干部层面进行全面加强。机制创新则主要体现在加强对高校教育研究领域的正确方向引导,拓展主流意识形态教育传播时间空间,强化校园意识形态风险管理与责任追究,将落实意识形态工作责任制状况纳入巡视监督。此外,新时代高校意识形态工作体制机制建设的内在机理体现为:通过在决策、执行、监督等环节的体制机制强化巩固党对高校意识形态工作的领导权;通过推进意识形态工作的法治化、常规化、立体化、整合化、信息化、数字化巩固高校意识形态工作管理权;通过强化学术话语转换、巩固马克思主义理论研究范式、壮大主流舆论巩固高校意识形态工作话语权。在理论发现方面,本文从历史唯物主义观点中意识形态与制度的关系、意识形态功能变化对体制机制的适配要求,以及中国特色社会主义制度体系建构完善的需要三重宏观视角分析了高校意识形态工作体制机制不断改革完善的必要性。
Since the advent of the new era of socialism with Chinese characteristics, the central leadership of the Communist Party of China has attached great importance to ideological work in universities and has implemented a series of targeted measures, with a focus on strengthening the system and mechanism for ideological work in higher education institutions. This paper conducts a historical review, a contemporary examination, and a theoretical analysis to investigate why it is necessary to enhance the system and mechanism for ideological work in universities in the new era, how to carry out relevant reforms, and what new theoretical and practical achievements have emerged in this process.Looking back at the history of the development of system and mechanism for ideological work in universities, there have been significant achievements and valuable experiences, but also some problems. For instance, in the early days of the People‘s Republic of China, there were issues related to inadequate Party leadership under the "one-chief system" in universities. In the late 1950s, there emerged problems of Party committees taking on administrative responsibilities and the broadening of ideological work. After the reform and opening up, there was a weakening of Party leadership in the ideological domain during the exploration of separating Party and government functions. Additionally, with the rapid development of internet technology, Western countries intensified their ideological infiltration into Chinese universities, leading to the proliferation of erroneous ideologies, and a tendency towards "Westernization" in teaching and research at universities. There is an urgent need to enhance ideological work in universities in terms of ensuring Party leadership, coordinating interdepartmental cooperation, evaluating and supervising work, and improving the capabilities of leadership cadres.In response to these issues, the Party has carried out reforms and improvements in the system and mechanism for ideological work in universities in the new era. Measures such as cross-appointment, the establishment of responsibility mechanisms, the enhancement of democratic decision-making mechanisms, and the coordination of operational mechanisms have been implemented to dispel the misconception of a dualistic opposition between Party leadership and the independent legal duties of university presidents. These actions are crucial safeguards for consolidating the Party‘s leadership, management, and discourse power over ideological work in universities. Simultaneously, as Party regulations have been continuously refined and relevant national laws have been improved, the level of scientific, institutionalized, and standardized ideological work in universities has significantly increased.The innovation in the system and mechanism for ideological work in universities primarily involves comprehensive strengthening at the levels of leadership bodies, organizational frameworks, and leadership cadres. Mechanism innovation is also reflected in guiding the right direction in the field of educational research at universities, expanding the time and space for mainstream ideological education, enhancing ideological risk management and accountability on campuses, and incorporating the implementation of the ideological work responsibility system into inspection and supervision. Furthermore, from the perspective of the internal mechanisms underlying the construction of system and mechanism for ideological work in universities in the new era, consolidating the Party‘s leadership, management, and discourse power over ideological work is the core proposition and important framework. This involves improving the Party‘s leadership over ideological work in universities through system and mechanism improvements in decision-making, execution, and supervision; consolidating the management power of ideological work in universities through the rule of law, standardization, integration, informatization, and digitization of ideological work; and consolidating the discourse power of ideological work in universities through strengthening academic discourse transformation, reinforcing the guiding position of Marxism, and enhancing the strength of mainstream public opinion.In terms of theoretical findings, this paper analyzes the necessity of continuous reform and improvement of system and mechanism for ideological work in universities from three macro perspectives: the relationship between ideology and institutions from a historical materialism standpoint, the adaptability requirements of system and mechanism due to changes in the functions of ideology, and the need for the construction and improvement of the system of socialism with Chinese characteristics.
