摘要

新疆是我国西北边疆的战略屏障,新疆稳则国家安,南疆稳则新疆兴。南疆是我国意识形态领域反分裂斗争的前沿阵地与主要战场,南疆稳定事关全党全国大局。南疆乡镇是敌对势力进行意识形态渗透重点区域,受分裂势力影响时间长、范围广、程度深、危害大。南疆广大乡镇干部是敌对势力思想渗透的主要对象,长期来,国内外敌对势力互相勾连,企图通过虚假宣传搞乱干部群众的思想观念。部分乡镇干部出现价值观念、理想信念滑坡,这需要引起我们的高度重视。因此,加强南疆乡镇干部意识形态教育,用党和国家的最新理论成果武装干部头脑、凝心聚魂,从源头上解决乡镇干部存在的理想信念、宗旨意识、政治立场等方面问题,增强辨别是非、抵御敌对势力渗透的能力,着力培养对党忠诚、政治过硬、立场坚定的好干部,指导实践、推动工作,这正是新时代南疆乡镇干部意识形态教育的主要目标。本文主要采用文献分析和实地调研相结合的研究方法,首先,本文通过文献分析法,对马克思主义经典作家关于干部意识形态教育的论述进行了系统的梳理与概括,提炼出基本观点,形成基本分析框架,在此基础上,论文对南疆乡镇的特点、干部教育的意义、干部意识形态教育与南疆社会稳定的辩证关系进行系统研究。并站在历史和现实的角度,对南疆乡镇干部意识形态教育历程与经验进行了深刻剖析。其次,论文通过实地调研、网络调查问卷等方法对南疆乡镇干部意识形态教育的现状进行了比较深入的调研,初步了解和掌握南疆乡镇意识形态教育的现状、路径与主要成效,并对影响南疆乡镇干部意识形态教育的因素进行系统研究。再次,论文以马克思主义意识形态教育理论为指导,结合调研掌握的基本情况以及南疆乡镇干部意识形态教育面临的形势、任务和要求,有针对性地提出一系列加强南疆乡镇干部意识形态教育的对策和方案。南疆乡镇干部意识形态教育与其他群体意识形态教育有其自身特点。论文在马克思主义理论指导下围绕南疆乡镇干部意识形态教育面临的复杂环境与现实问题展开了深入调研,进行了一些创新性思考,在南疆乡镇干部教育的内容、方法、路径以及长效机制方面提出了一些创新性思考,对于做好南疆乡镇干部意识形态教育,实现新疆社会稳定与长治久安,具有一定的社会价值。当然在南疆乡镇干部意识形态教育影响因素及发展趋势方面还需要动态把握,在教育内容、方法、路径创新方面的研究有待进一步提升。

AbstractGeneral Secretary Xi Jinping pointed out that “Ideological work is an extremely important work of the Party, which is related to the future and destiny of the Party”. Grasping ideological education and occupying ideological positions is related to long-term stability of the country, national cohesion and centripetal force. Xinjiang is a strategic barrier of north west part of our country.” If Xinjiang is stable, the country will be safe, and if Southern Xinjiang is stable, Xinjiang will be prosperous." Southern Xinjiang is the forefront and main battlefield of the anti-separatist combat in the ideological field of our country. The stability of Southern Xinjiang concerns the overall situation of the entire Party and the country. Villages and towns in Southern Xinjiang are key areas for ideological penetration by hostile forces where affected by the separatist forces for a long time, with a wide range, deep degree, and caused great harm. Township cadres are main objects of ideological penetration by hostile forces, and for a long time, hostile forces at home and abroad are linked to each other to disturb the ideological concepts of cadres and the people through false propagandas. Some township cadres have experienced a decline in their values, ideals and beliefs, which requires our high attention. The main goal of ideological education for township cadres in southern Xinjiang in the New Era is to strengthen ideological education for township cadres in southern Xinjiang, arm their minds with the latest theoretical achievements of the Party and the country, concentrate their minds, and solve the problems existing in township cadres in terms of ideals and beliefs, purpose awareness, political positions, and other aspects from the beginning, enhance the ability to distinguish between right and wrong, and resist the penetration of hostile forces, and focus on educating good cadres who are loyal to the Party, politically competent, and have a firm position, guiding practice, and promoting work.The thesis mainly adopts the research method of literature analysis and field survey, systematically summarized the discourse of Marxist classical writers on ideological education for cadres, extracted basic viewpoints and formed a basic analytical framework. Based on this, systematically researched the characteristics of towns in southern Xinjiang, meaning of cadre education and the dialectical relationship between cadre ideological education and social stability in southern Xinjiang. From the perspective of history and reality, firstly it was deeply analyzed the process and experience of ideological education for cadres in villages and towns in southern Xinjiang. Secondly, through field survey, online questionnaires, and other methods, the paper conducted a relatively in-depth survey of the current situation of ideological education for township cadres in southern Xinjiang, preliminarily understanding and mastering the current situation, pathway, and main achievements of ideological education in township cadres, and conducted a systematic study of the factors affecting ideological education for township cadres in southern Xinjiang. Thirdly, under the guidance of Marxist ideological education theory, combined with the basic situation mastered through research and the situation, tasks, and requirements faced by ideological education, the paper proposes a series of targeted countermeasures and programs to strengthen ideological education of township cadres in southern Xinjiang.The ideological education of township cadres in southern Xinjiang has its own characteristics compared with that of other groups. Under the guidance of Marxist theory, the thesis conducted in-depth research on the complex environment and practical issues faced by ideological education of township cadres in southern Xinjiang, conducted innovative thinking on the content, methods, paths, and long-term mechanisms of township cadre education in southern Xinjiang. Ideological education of township cadres is important for achieving social stability and long-term stability in Xinjiang, which has certain social value. Of course, it’s needed to actively grasp the influencing factors and development trends of ideological education for township cadres in southern Xinjiang, and research on innovation in educational content, methods, and paths needs to be further improved.
