本课题从商业银行洗钱风险管控的角度,对商业银行反洗钱工作中存在的问题进行了整体思考,并提出了六个问题:一是当前反洗钱工作的国内外形势现状是什么?现阶段反洗钱工作主要任务有哪些?二是商业银行洗钱风险管理是什么样的要求?三是当前,商业银行洗钱风险控制措施有哪些?四是对照反洗钱法律法规监管要求,分析A银行洗钱风险控制措施的现状是什么?五是结合A银行实际问题,提出什么样的洗钱风险控制优化策略?六是为了确保上述策略的实施,要采取什么样的落地保障措施?从人力、资源、金融技术等方面如何保障优化策略的落地?经过国内外的文献研究和对商业银行反洗钱工作的深入分析,本文总结了在当前反洗钱工作形势下,商业银行反洗钱领域在反洗钱内控机制、客户尽职调查、大额交易报告、可疑交易报告、名单监控、资料保存中存在的问题,查找了洗钱风险管理中存在的不足,通过问题分析,发现通过客户信息有效性提升,知识图谱、算法、人工智能等金融科技打造客户尽职调查画像系统,反洗钱客户信息综合视图,客户洗钱风险评级及可疑交易监测系统流程优化,从而实现提升洗钱风险管控的质效。结合上述研究,本文确定了A银行洗钱风险管控研究的方向,目标策略是全面梳理和整合反洗钱客户尽职调查、风险评估与控制、可疑交易监测的场景、标准和所需信息,加快推进反洗钱数字化转型,实现优化洗钱风险管控策略的目标。为了确保上述策略的实施,内部需要高级管理层积极推动洗钱风险管理文化的建设,支持本机构反洗钱工作,按照监管制度要求划分清楚各业务部门职责边界,促进业务部门积极履职,进一步持续加大反洗钱资源投入,在金融机构数字化转型的背景下,加大科技投入,其次是加大反洗钱工作履职的监督力度,最后推进各项目标顺利执行。
