摘要

算法、算力、数据被称为人工智能技术发展的三大要素,其中,训练数据被视为算法发展和演进的“燃料”。随着人工智能产业的快速发展,为算法训练及优化提供数据的人工智能基础数据服务行业也迎来了蓬勃发展。国家层面,对于人工智能产业规划、大数据产业规划、数字经济规划以及培育数据要素市场等方面不断出台支持政策,为行业的良性发展提供了肥沃的政策土壤。市场层面,根据IDC预测,人工智能基础数据服务行业到2025年市场规模将突破120亿元,五年复合年增长率达到47%。随着技术的演进和数据的积累,人工智能在多个垂直场景落地,商业化进程加速,由此带来对数据更加多样化、个性化和高质量的需求。与此同时,行业内部竞争日趋激烈,行业集中度逐渐提高,竞争加剧导致行业内企业陷入价格战困境。本文基于这些背景,从一个人工智能基础数据服务行业参与者的角度,探究身处其中可能采取的发展战略。本文首先对人工智能基础数据服务行业进行了介绍,重点分析了行业的市场规模以及产业链情况。另外,运用PEST分析,对行业的政治因素、经济因素、社会环境和技术环境分别进行了分析,以期能够在较短的篇幅里尽量呈现行业的现状。北京海天瑞声科技股份有限公司2021年8月13日在科创板上市,是目前国内专注于人工智能基础数据服务行业的唯一一家上市公司,可以作为行业众多企业的代表。本文的大部分篇幅以海天瑞声为例,介绍了海天瑞声的发展历程,对包括宏观、产业和市场在内的外部环境,和包括业务、研发和管理在内的内部经营进行了分析,然后运用SWOT工具来分析海天瑞声具备的优势和劣势、面临的机会和威胁,从而对应制定发展战略。发展战略制定从使命和愿景出发,基于战略目标提出业务、研发和组织保障三个角度的战略思路,以及划分为战略元年、成长探索期以及规模扩张期三个阶段的战略路径。最后提出战略实施的具体措施,从海天瑞声的业务和职能各方面均详细提出目标及对应的重点工作。希望本文能够给海天瑞声以及行业内企业对于发展战略的选择提供一点参考和借鉴。

Algorithms, computing power, and data are called the three major elements of the development of artificial intelligence technology. Among them, training data is regarded as the "fuel" for the development and evolution of algorithms. With the rapid development of the artificial intelligence industry, the artificial intelligence training data service industry that provides data for algorithm training and optimization has also ushered in vigorous development. At the national level, supporting policies have been introduced for artificial intelligence industry planning, big data industry planning, digital economy planning, and the cultivation of data element markets, providing fertile policy soil for the healthy development of the industry. At the market level, according to IDC forecasts, the market size of the artificial intelligence training data service industry will exceed 12 billion yuan by 2025, with a five-year compound annual growth rate of 47%. With the evolution of technology and the accumulation of data, artificial intelligence has been implemented in multiple vertical scenarios, and the commercialization process has accelerated, which has brought about more diverse, personalized, and high-quality data requirements. At the same time, the competition within the industry is becoming increasingly fierce, the concentration of the industry is gradually increasing, and the intensified competition has caused enterprises in the industry to fall into the predicament of price wars. Based on these backgrounds, from the perspective of a participant in the artificial intelligence training data service industry, this article explores possible development strategies in it.This article first introduces the artificial intelligence training data service industry, focusing on the analysis of the industry‘s market size and industry chain. In addition, PEST analysis is used to analyze the political factors, economic factors, social-cultural factors, and technical factors of the industry, to present the current situation of the industry as much as possible in a short space.Beijing Haitian Ruisheng Technologies Co., Ltd. (Speechocean as its English brand name) was listed on the Science and Technology Innovation Board on August 13, 2021. It is currently the only listed company focusing on the artificial intelligence training data service industry in China, and can serve as a representative of many companies in the industry. Most of this article takes Speechocean as an example, introduces the development process of Speechocean, analyzes the external environment including macro environment, industry and market, and internal operation including business, R&D, and management. Then use the SWOT tool to analyze the strengths and weaknesses of Speechocean, as well as the opportunities and threats it faces, to formulate development strategies accordingly. The formulation of the development strategy starts from the mission and vision, and proposes strategic ideas from the perspectives of business, R&D and organizational support based on strategic goals, and a strategic path divided into three stages: the first year of strategy, the growth and exploration period, and the scale expansion period. Finally, specific measures for the implementation of the strategy are put forward, and the goals and corresponding key tasks are proposed in detail from all aspects of Speechocean‘s business and functions. It‘s hoped that this paper can provide some reference for Speechocean and companies in the industry to choose their development strategies.
