绿色电力市场化交易定价研究——以冀北区域为例

摘要

随着电力市场化改革稳步推进,全国市场化电量比例实现了跨越式发展。案例地区新能源交易电量也出现大幅增长,本文聚焦案例区域绿电市场化实践情况,总结了国内电力市场化进程及政策路径,重点选取2022年案例区域绿电数据,发现:绿电市场化交易结算均价为434.14元/兆瓦时,比火电价格低4.67元/兆瓦时(均价438.81元/兆瓦时),出现倒挂现象。为研究绿电价格表现情况,从绿电市场化交易规模、形式、流程、主体进行了背景介绍,围绕绿电市场化交易价格影响因素进行分析,并由此针对不同主体提出优化措施建议。本文首先研究了绿电市场交易价格影响因素,主要包括:一是从发电供给侧看,决定发电主体参与绿电市场化交易价格的主要有新能源装机及发电利用小时数、发电项目成本以及政府对于主体发电的相关补贴政策;二是围绕绿电的环境价值与电力属性,从用电需求侧看,具体影响因素包括绿电消纳、绿电环境属性(绿证)、火电市场情况及地域属性等;三是从交易机制看,交易品种、时序、结算规则等是价格重要影响因素。在此基础上,本文通过案例研究分析了绿电市场交易价格倒挂现象的形成原因,主要有:一是案例地区新能源装机规模大,新能源发电能力供给充足,当前绿电供应充足且存在需要消纳情况;二是案例区绿电市场规模处于第一位,竞争情况相比其他省份较为友好;三是市场化交易主体为火电属性,根据火电价格的锚定效应,绿电价格确实围绕火电价格上下波动;四是案例区域具备参与绿电市场化交易的主体丰富,实际参与交易企业占比54%,形成较强竞争环境;五是案例签约代理购电均价433.47元/兆瓦时,也给绿电市场化交易价格提供了参考;六是案例区域绿证成交不足,远低于市场其他省份情况,未有效发挥绿证的溢价能力,也是案例区域绿电价格倒挂原因之一。最后,本文从推进绿电市场化交易发展角度,结合研究内容从不同市场主体角度提出了针对性建议。

With the steady progress of electricity market-oriented reform, the national market-oriented electricity ratio has achieved leapfrog development. The case area new energy trading power has also seen significant growth. This paper focuses on the case area green power market practice, summarizes the domestic power market process and policy paths, focuses on selected case area green power data in 2022, and finds that: the average price of green power marketized trading settlement is 434.14 RMB/MWh, which is 4.67 lower than the thermal power price (average price 438.81 RMB/MWh) . In order to study the performance of green power price, we introduce the background of green power market trading in terms of scale, form, process and main body, analyze the factors affecting the price of green power market trading, and then propose optimization measures for different main bodies.This paper studies the factors influencing the price of green power market trading, mainly including: firstly, from the supply side of power generation, the main factors determining the price of green power market trading are the installed capacity of new energy and the number of hours of power generation, the cost of power generation projects and the government‘s subsidy policy for the main power generation; secondly, from the demand side, the specific factors influencing the environmental value and power attributes of green power include green power From the demand side, specific factors include green power consumption, green power environmental attributes (green certificate), thermal power market situation and geographical attributes, etc.; Third, from the trading mechanism, trading varieties, timing, settlement rules, etc. are important price influencing factors.On this basis, this paper analyzes the reasons for the inverted price of green power market transactions through case studies: firstly, the large scale of new energy installation in Jibei, the sufficient supply of new energy generation capacity, the current green power supply is sufficient and there is a need to consume; secondly, the scale of the green power market in Jibei is in the first place, and the competition situation is more friendly compared with other provinces; thirdly, the market-oriented trading subject is thermal power attributes According to the anchoring effect of thermal power prices, green power prices do fluctuate up and down around thermal power prices; Fourthly, the Jibei region is rich in subjects with the ability to participate in green power market-based trading, the actual participation of 54% of trading enterprises, forming a stronger competitive environment; Fifthly, the average price of 433.47 RMB/MWh for contracted agent power purchase in Jibei, also provides a reference for green power market-based trading prices; Sixthly, the Jibei region is not enough green certificate transactions. the shortage of green certificate transactions in Jibei region is far lower than the situation in other provinces in the market, and the premium capacity of green certificates is not effectively played, which is also one of the reasons for the inversion of green power prices in Jibei region.Finally, this paper puts forward targeted suggestions from the perspective of promoting the development of green electricity market-based trading, combined with the research content from the perspective of different market players.
