随着国际经济形势的演进,服务业在世界经济体系中的作用越来越重要。在我国经济高速发展、碳中和压力迫在眉睫的环境背景下,服务业逐渐成为我国经济体系中最为重要的产业,也是最需要发展的产业。服务业开放成为我国产业结构调整的重要途径之一,也是我国社会主义市场经济稳步推进发展的必经之路。本文以我国服务业开放政策为研究主题,在分析现有文献的基础上,基于三地政策试点案例,包括北京市服务业扩大开放综合示范区、中国(上海)自由贸易试验区及海南自由贸易港,梳理我国服务业发展和开放的历史脉络,探究我国服务业在发展过程中存在的问题,并结合我国相关服务业开放政策试点情况归纳、整理三地试点政策。在研究方法上,本文主要采用政策对比分析、实证分析法和对象访谈法,以三地主要政策特点入手,对试点前后数据进行对比分析,构建模型并结合访谈,对三地政策效用进行实证评估,从社会效用、政治效用和经济效用三方面对试点政策效用进行评述。与此同时,通过相关数据及访谈分析三地政策试点存在的不足,阐述新冠肺炎疫情、中美贸易摩擦等外部冲击对于服务业开放造成的影响,并给出相关政策建议。本文的研究结论主要如下:一是服务业作为我国第一大产业亟需开放,我国进行了多种方式的开放试点,以推进服务业创新发展;二是北京、上海、海南三地采用服务业扩大开放综合试点和自贸试验区试点政策进行服务业开放的政策尝试,在政策工具选择、政策范围方面各有特点,在我国服务业开放政策试点中起到了不同的经济带动作用;三是三地服务业开放试点均取得了一定成效,但仍存在一定改进空间;四是新冠肺炎疫情、中美贸易摩擦等外部冲击对我国服务业开放造成一定影响,需要通过出台补偿政策、进一步扩大开放等方式,持续推进服务业健康发展。基于研究结论,本文提出了我国服务业开放政策的建议:第一,稳步推进试点政策体制机制建设,稳健推动成熟试点政策落地推广;第二,持续推进自贸试验区建设,提升自贸试验区先行先试的示范效应;第三,推广服务业开放综合试点,扩大服务业开放受众面,持续提高我国服务业对外开放水平。
The service industry plays an increasingly significant role in the world economic system with the development of the international economic situation. The service industry, in need of development, has gradually become the most important industry in our economic system under the background of rapid economic development and imminent carbon neutralization pressure. The opening up of the service industry becomes one of the significant ways of industrial structure adjustment, which is also a necessary way for the steady development of our socialist market economy.This paper is depended on services and opening policy in China, depended on the analysis of the available documents, depended on the three policy pilot cases, including the comprehensive demonstration zone of expanding opening-up in the service industry of Beijing municipality, China (Shanghai) pilot free trade zone, and Hainan free trade port, combed the service industry development in our country‘s history, explores the problems existing in the service industry in the development process in our country. Combining with the pilot situation of the opening policy of the relevant service industry in China, the three pilot policies are classified and summarized. In terms of research methods, this paper mainly adopts policy comparative analysis, empirical analysis, and object interview. Starting with the main policy characteristics of the three places, the data before and after the pilot was compared and analyzed, and the model was constructed and combined with several interviews, this paper conducts the empirical evaluation of the policy effectiveness of the three places, and comments on the effectiveness of the pilot policies from three aspects: social utility, political utility, and economic utility. At the same time, through the analysis of relevant data and interviews on the shortcomings of the policy pilot in the three places, the impact of the COVID-19 epidemic, Sino-US trade friction, and other external shocks on the opening of the service industry was elaborated, and the relevant policy suggestions were given.The main conclusions of this paper are as follows: Firstly, the service industry needs to be opened up as the first industry in China. Many ways of opening up are carried out to promote the innovative development of the service industry; Second, Beijing, Shanghai, and Hainan adopted the comprehensive pilot of expanding the opening-up of the service industry and pilot policies of pilot free trade zones to make policy attempts to open up the service industry. They have their characteristics in the choice of policy tools and policy scope and have played different economic driving roles in the pilot policies of opening up the service industry in China. Third, some progress has been made in the pilot opening-up of the service industry in the three regions, however, there is still a lot of room for improvement. Fourth, the COVID-19 pandemic, China-Us trade frictions, and other external shocks have had a certain impact on the opening up of China‘s service sector. It is necessary to continue to promote the healthy development of the service sector by introducing compensation policies and further opening up.Based on the research conclusions, this paper put forward the suggestions on the opening policy of the Chinese service industry: First, steadily advance the construction of pilot policy system mechanism, steadily promote the popularization of mature pilot policy; Second, continue to promote the construction of pilot free trade zones to enhance the demonstration effect of pilot free trade zones; Third, we should promote the comprehensive pilot of service industry opening up, expand the scope of service industry opening up, and continue to improve the level of our service industry opening up.
