青年群体是乡村振兴战略的主体，其参与积极性是推进乡村振兴的关键因素。本研究以新疆吐鲁番市为例，青年群体作为研究对象，以其参与乡村振兴的意愿为主要研究内容，通过文献研究、个别访谈和问卷调查的方式从政策认同、家乡发展情况、自我效能、嵌入性和公共性程度、政府政策支持和公共服务动机这六个方面进行剖析，揭示返乡青年群体参与乡村振兴意愿的显著因素，并以此为依据提出了相应的建议和措施。通过对问卷数据进行相关性分析和回归分析，发现公共服务动机对青年返乡参与乡村振兴意愿有显著正向影响；青年群体的嵌入性和公共性也正向影响着他们的参与意愿，其中价值公共性尤为显著；政治身份对青年返乡参与乡村振兴的意愿也有显著影响；政府的政策扶持力度对青年参与乡村振兴意愿的影响也较大；青年的性别、年龄、收入等人口学特征没有显著影响。另外通过访谈发现家庭因素对青年返乡参与乡村振兴的意愿也有较大影响。研究在对访谈结果和问卷数据进行分析的基础上，提出了引导吐鲁番青年有效参与乡村振兴的几个建议：一是要通过给予青年更多的机会和发展空间、加强青年与农民群众之间的联系、加强对青年的培训引导、组织开展青年公益项目、完善和规范青年志愿服务体系等措施强化公共服务动机，满足青年价值诉求；二是提升青年的社会地位，让他们从政府和社会赋予的身份中受益，从而有效激发青年的积极性和创造性，增强其社会主人翁意识和社会责任感，成为乡村振兴中的生力军；三是倡导政府制定从制定与青年家庭需求有机结合的政策，从而发挥家庭的正向影响，加强青年参与乡村振兴意愿；四是优化扶持政策并对实施过程进行监督，对实施效果进行评估，增强青年就业创业积极性，营造浓厚参与氛围。

The youth group is the main body of the rural vitalization strategy, and their participation enthusiasm is the key factor to promote rural vitalization.This study takes Turpan City of Xinjiang as an example，takes the youth group as a research object,taking their willingness to participate in rural revitalization as the main research content,by doing literature research, individual interviews and questionnaires, analyzing from policy five aspects which include identification, hometown development, self-efficacy, embeddedness and publicity, and policy support ,to reveal the significant factors of returning youth‘s willingness to participate in rural revitalization,and on this basis puts on the corresponding suggestions and measures.Through the correlation analysis and regression analysis of the questionnaire data, it is found that the motivation of public service has a significant positive effect on the willingness of young people to return home and participate in rural revitalization；The embeddedness and publicness of youth groups also positively influence their participation intention, especially the publicness of value；Political identity also has a significant impact on the willingness of young people to return home to participate in rural revitalization;The government‘s policy support also has a greater impact on the willingness of youth to participate in rural revitalization;The demographic characteristics of youth, such as gender, age and income, have no significant effect.In addition, through the interview, it is found that family factors also have a great impact on the willingness of young people to return home to participate in rural revitalization.Based on the analysis of the interview results and questionnaire data, the research puts forward several suggestions to guide the youth in Turpan to effectively participate in the rural revitalization:First, we should strengthen the motivation of public service by giving young people more opportunities and development space, strengthening the connection between young people and farmers, strengthening the training and guidance of young people, organizing public welfare projects for young people, improving and standardizing the voluntary service system for young people and other measures to meet the value demands of young people；Second, to enhance the social status of young people, so that they can benefit from the identity given by the government and society, so as to effectively stimulate their enthusiasm and creativity, enhance their sense of social ownership and social responsibility, and become a new force in rural revitalization;The third is to advocate the government to formulate policies organically combining with the needs of young families, so as to exert the positive influence of families and strengthen the willingness of young people to participate in rural revitalization;Fourthly, we should optimize the supporting policies and supervise the implementation process, evaluate the implementation effect, enhance the enthusiasm of young people in employment and entrepreneurship, and create a strong atmosphere of participation.
