随着当前国防和军队改革的进一步深入,新的兵役制度和军官制度等一系列重大政策正式开始施行,全国军队转业军官安置工作面临更多新的挑战和难题。从近年来全国各省市军队转业安置人数看,北京市安置接收人数最多,占了近10%,安置接收单位种类也最多,涵盖从中央到地方的各级党政机关企事业单位,此外,安置接收方式也是最多,覆盖统考、直通车、双向选择、补充招录、指令和区县安置等多种样式。学术界针对北京地区的军官转业安置问题研究较少,特别是从安置倾向、再就业满意度方面对北京地区军官转业安置开展研究还存在较大空白。因此,研究北京市退役军官转业安置倾向,有助于分析掌握影响退役军官转业过程中的择业选岗因素,以及现行安置接收政策存在的若干问题,为完善北京市退役军官转业安置政策提供帮助。本文是在开展大量文献研究工作的基础上,确立研究方法和研究内容,并确定了以北京市转业军官为研究对象,通过个案访谈、问卷调查以及实证分析,将定量分析与定性分析相结合,系统研究转业军官转业安置倾向及其影响因素。其中,个案访谈主要针对2017年至2021年期间转业的41名北京市转业军官进行不记名访谈;问卷设计和调查是充分考虑了影响安置倾向、再就业满意度的相关因素,科学、合理设计的调查问卷,并依托北京地区军转公益组织进行的问卷调查;实证分析主要借助描述性统计、信度和效度分析、均值分析、相关分析、单因素方差分析和回归分析等方法开展研究。本文首先通过对转业安置倾向影响因素进行描述性统计分析,发现验证了转业军官在转业安置时最重要的考虑因素是待遇因素。通过对人口统计学特征在转业安置倾向上差异进行分析,发现验证了职务或职级、军官来源等特征对转业军官在工作因素方面的倾向度存在显著影响;其次,通过将再就业满意度对工作满意度、待遇满意度和家庭及自身满意度进行逐步回归分析,发现验证了转业军官在评价其再就业满意度时,最看重的是家人朋友对自己的新单位和新工作的认可度和支持度;最后,基于前述两个步骤的研究结果和个案访谈,从安置政策、安置程序、转业军官个体因素三个层面梳理总结了当前转业安置存在的九个问题;从退役军人事务部门、部队、地方接收单位和转业军官四个层面对转业安置问题的本质根源进行了剖析研究;在此研究基础上,从部队、退役军人事务部门和转业军官三个层面提出进一步完善提高的对策建议。
With the deepening of the current reform of national defense and the armed forces, a series of major policies such as the new military service system and the officer system have officially come into effect. Under the background, the resettlement of demobilized military officers across China is confronted with more challenges. In view of the number of resettled officers in provinces and cities all over the country in recent years, most of the demobilized military officers are resettled in Beijing, accounting for nearly 10%. In addition, Beijing ranks the first in the types of jobs, ranging from local party and government organs, enterprises and institutions to those in center level. Moreover, Beijing also comes the first in light of the resettlement mode, varying from universal examinations, direct examinations, two-way-choice recruitment, supplementary recruitment, instruction and grassroots recruitment. Academically, there are few studies on the resettlement of those officers in Beijing, especially in terms of resettlement tendency and reemployment satisfaction, leading to a huge gap in the research on the resettlement in Beijing. Therefore, the study of the tendency of demobilized military personnel in Beijing is helpful to analyze and grasp the factors affecting the career selection of demobilized military officers, as well as some problems in the current resettlement policy, so as to improve the relevant policy.Based on extensive literature research, this paper established the research method and research content, held demobilized staff in Beijing as the research object through case interview, questionnaire and empirical analysis, with quantitative analysis with qualitative analysis, so as to research on resettlement tendency of demobilized military officers and its influencing factors in a systematical way. Among them, the case interviews were mainly conducted on 41 officers who had demobilized in the range of 2017 to 2021 in Beijing. The questionnaire was designed with full consideration of relevant factors affecting resettlement intention and reemployment satisfaction, cooperating with public welfare organizations of demobilized officers in Beijing. The empirical analysis was mainly carried out by descriptive statistics, reliability and validity analysis, mean analysis, correlation analysis, one-way analysis of variance and regression analysis.In the first place, this paper makes descriptive statistical analysis on the influencing factors of resettlement tendency, and it is found that the most important factor to consider for those officers is the treatment. Through the analysis of the differences of demographic characteristics in the resettlement tendency, it is proved that the characteristics of position or rank, the source of officers and other features impose significant impacts on the choices of jobs for demobilized officers. Secondly, through the regression analysis of reemployment satisfaction on job satisfaction, treatment satisfaction and family and self-satisfaction, it is verified that the recognition and support of family and friends to their new unit and new job are the most significant factors when evaluating their reemployment satisfaction. Finally, based on the empirical analysis results, this paper summarizes nine problems in reemployment from the perspectives of the resettlement policy, resettlement procedures and individual factors. In addition, this paper digs into the essential root of the resettlement problem of veteran affairs department, army, receiving workplace and reemployed military officers. On the basis of the research, the paper puts forward suggestions in terms of the army, veteran affairs department and converted officers.
