摘要

我国各地区、各部门的外事人员是中国外交政策的执行主体,是我国政府与世界其他国家、地区、组织联系的桥梁和纽带。研究和提升我国外事人员胜任力,是推进中国特色大国外交、掌舵全球治理体系变革所必须面对的战略性、基础性、长远性问题。本研究以S部委青年外事人员为研究对象,以胜任力理论和我国公务员胜任力模型研究成果为基础,综合运用文献研究、工作岗位分析、案例研究、专家访谈等方法对S部委青年外事人员胜任力问题进行系统研究,构建了S部委青年外事人员胜任力模型分析框架。其后,在对青年外事人员胜任力调查问卷数据进行定量分析的基础上构建了由个人特质、政治素养、知识观念、通用技能4个维度共26项胜任力要素构成的S部委青年外事人员胜任力模型。最后,本文基于青年外事人员胜任力模型对S部委青年外事人员胜任力状况进行了分析研究,并从完善选拔制度、优化培训体系、改进绩效考核、加强职业生涯管理等4个方面提出了提升S部委青年外事人员胜任力的政策建议。

Chinese foreign affairs officers are the executive subject of foreign policy of China, they are the bridges and bonds between China and other countries, regions and organizations in the world. Studying and improving the competence of Chinese foreign affairs officers is a strategic, fundamental and long-term issue that we must face to advance Major-country diplomacy with Chinese characteristics and steer the reform of the global governance system.This study which bases on the competence theory and the research results of the competence model of Chinese civil servants takes young foreign affairs officers in S ministry as the research object. It constructs the theoretical framework of the competence model of young foreign affairs officers in S ministry by using literature research, job analysis, case study, experts interview and other empirical research methods. Then, the competency model of young foreign affairs officers in S ministry is constructed on the basis of questionnaire and quantity analysis. The model is consisted by four dimensions: personal trait, political literacy, knowledge and concept, general skills.Based on the competence model of young foreign affairs officers in S ministry, this paper analyzes and studies the current competence of young Chinese foreign affairs officers. It puts forward some policy suggestions on improving the competence of young Chinese foreign affairs officers in S ministry from four aspects: recruitment, training, assessment and career management.
