乡村振兴背景下驻村干部工作成效影响因素研究

摘要

政府资源下乡和公共服务下沉使得乡村普遍出现因内部领导力短缺导致的资源承接能力不足和治理效能低下等问题,而驻村干部作为制度安排下的外部领导力供给者,目的是帮助乡村提升基层服务和综合治理水平,所以对驻村干部的选拔、培养、激励、管理、监督将间接影响着基层群众的政策获得感和生活改善潜力。进入乡村振兴新的时代语境,驻村工作被赋予了新的历史使命,驻村干部工作成效也具备了更为丰富的价值内涵,驻村干部的公共服务动机、胜任能力以及其他相关因素究竟是如何影响驻村成效也愈发值得深入探究。本研究以S省L市2022年在任的驻村干部为例,采取干部个人和制度研究的双视角,借助行为心理学的相关理论内容,对干部行为动机和驻村考核制度进行了系统梳理,分析驻村干部群体作为经济人的理性权衡和其公共服务动机中同时存在的利他主义,窥见经济理性和价值理性的碰撞。在文献整理和访谈研究的基础上,筛选大量影响驻村干部工作成效的具体因素,归纳为服务动机、能力资本、环境禀赋、履职精力四个维度,采用专家评分和层次分析法对各维度内具体要素赋值权重,并予以现实解释。问卷调查数据的回归分析结果表明服务动机和能力资本作用较为显著。通过分组控制变量和交互效应分析探讨各维度因素间相互作用关系,发现在影响驻村成效的过程中,服务动机和能力资本存在相互制约,服务动机和履职精力也彼此交互作用,村庄的环境禀赋相对独立。在此基础上构建驻村成效影响机制模型和驻村干部胜任力模型,综合研究结果分析L市驻村工作存在的问题并提出对策建议,为当地驻村干部的选拔任用和管理考核提供有价值的参考。

As a result of the decentralisation of government resources and public services to the countryside, villages are generally suffering from a shortage of internal leadership, resulting in a lack of capacity to take on resources and low governance effectiveness, while resident cadres, as external leadership providers under institutional arrangements, aim to help villages improve their grassroots services and comprehensive governance. Therefore, the selection, training, motivation, management and supervision of cadres down to countryside will indirectly affect the grassroots‘ sense of access to policies and potential for improving their lives. In the new context of rural revitalisation, village work has been given a new historical mission and the effectiveness of cadres down to countryside has taken on a richer connotation. It is increasingly worthwhile to explore how the public service motivation, competence and other relevant factors of cadres down to countryside affect the effectiveness of village work.This study takes the example of cadres down to countryside in L city of S province who were in office in 2022, adopts a dual perspective of individual cadres and institutional research, drawing on the relevant theoretical content of behavioural psychology, to systematically sort out cadres‘ behavioural motivations and the cadres assessment system, analyse the rational trade-offs of cadres down to countryside as economic people and the simultaneous altruism in their public service motivations, and glimpse the collision of economic rationality and value rationality.Based on the literature and interview studies, a large number of specific factors affecting the effectiveness of the work of cadres down to countryside were screened and categorised into four dimensions: service motivation, competence capital, environmental endowment and energy in performing their duties. The results of the regression analysis of the questionnaire data indicate that motivation and competency capital play a significant role. The interactions between the dimensions were explored through group control variables and interaction effects analysis, and it was found that service motivation and competency capital were mutually constraining, service motivation and performance energy also interacted with each other, and the environmental endowment of the village was relatively independent. On this basis, a model of the impact mechanism of village effectiveness and a model of the competency of cadres down to countryside were constructed, and the results of the comprehensive study were used to analyse the problems of village work in L and to propose countermeasures, providing valuable references for the selection and appointment of local cadres down to countryside and their management assessment.
