保障性租赁住房项目作为政府的重要决策产物和民生保障手段,体现着政府决策的科学性和政策实施的效果。保障性租赁住房项目不同于商业地产项目和其他保障房项目,在进入运维阶段后,其物业、周转、维修、改造均为居住保障的一部分,因此对保障性租赁住房项目在全生命周期下的研究和评价十分必要。在政府视角下对保障性租赁住房项目的全生命周期绩效进行评价,并进行项目间的横向比对,有助于综合评价政府决策水平和实施效果,为保障性租赁住房的发展提供借鉴,具有重要意义。本课题对保障房发展历程和存在问题进行梳理,将保障性租赁住房的全生命周期划分为立项阶段、建设阶段、分配阶段、运维阶段四个过程阶段,在政府视角下梳理了每个阶段对保障性租赁住房进行评价的13个二级评价指标和88个三级评价指标。采用层次分析法对保障性租赁住房项目绩效评价指标体系进行分析和研究,结合调研问卷,得到了评价指标的权重系数,并对各级相关矩阵的一致性进行了检验。结合模糊分析评价方法,建立了政府视角下保障性租赁住房全生命周期下的绩效评价方法和评价结果量化方法,为政府在对不同类型保障房项目的质量和社会效益进行评价提供一套实用全面的评价工具。通过对石家庄市红河小区和南和苑小区两个保障性住房项目案例进行问卷调研和全生命周期绩效评价,得到了量化评价结果,并进行了各一级评价指标和二级评价指标的横向对比,针对项目的特点提出了优化建议。总结了针对未来保障性租赁住房项目建设和管理的经验和建议,为后续相关研究的进行提供了方法和案例参考。
As an important decision-making product of the government and a means of guaranteeing people‘s livelihood, the affordable rental housing project reflects the efficiency, impartiality, and accuracy of the government‘s decision-making and the effect of policy implementation. Affordable rental housing projects are different from commercial real estate projects and other affordable housing projects. After entering the operation and maintenance stage, their property, turnover, maintenance, and renovation are all part of housing security. research and evaluation are necessary. From the perspective of the government, to evaluate the performance of the whole life cycle of affordable rental housing projects, and to conduct a horizontal comparison between projects, it is helpful to comprehensively evaluate the government‘s decision-making level and implementation effect, and to provide reference.This topic sorts out the development history and existing problems of affordable housing, and divides the entire life cycle of affordable rental housing into four process stages: project establishment, construction, distribution, and operation and maintenance. From the perspective of the government, it sorts out each stage. There are 13 second-level evaluation indicators and 88 third-level evaluation indicators for the evaluation of affordable rental housing. Analytic Hierarchy Process was used to analyze and study the performance evaluation index system of affordable rental housing projects. Combined with the survey questionnaire, the weight coefficient of the evaluation index was obtained, and the consistency of the correlation matrix at all levels was tested. Combined with the Fuzzy Comprehensive Evaluation Method, the performance evaluation method and the evaluation result quantification method under the whole life cycle of affordable rental housing from the perspective of the government are established, which provides a practical and comprehensive set for the government to evaluate the quality and social benefits of different types of affordable housing projects. evaluation tool. Through the questionnaire survey and life cycle performance evaluation of the two affordable housing projects in Shijiazhuang City, Honghe jiayuan and Nanheyuan, the quantitative evaluation results were obtained, and the horizontal comparison of each first-level evaluation index and second-level evaluation index was carried out, and put forward optimization suggestions according to the characteristics of those project. Our study summarizes the experience and suggestions for the construction and management of future affordable rental housing projects, and provides methods and case references for the follow-up related research.
