摘要

马来西亚东海岸铁路线项目是“一带一路”倡议中一个值得关注的案例,该项目曾因当时政府被指控存在透明度和贪腐问题而暂停。现在,尽管马来西亚在大规模基础建设项目实施中仍然面临挑战,该项目已经被重启。本研究对项目在可持续性方面所做出的努力开展了战略分析,展示了可持续性在现代大型基础设施项目中的关键作用。论文旨在识别东海岸铁路线项目可持续性实践的机遇,从而帮助提高项目口碑以及促进项目成功。论文采用相关文献和其他已有数据开展分析研究,包括项目绩效数据和专家访谈数据。分析结果对该项目的战略管理和未来“一带一路”项目的潜在影响提供了见解。通过综合分析,东海岸铁路线项目在生态治理、商业道德、利益相关方参与、社会责任和人力资本发展等方面表现出优势,展示了对环境和社会可持续实践的努力。然而,在投资回报、清洁能源利用、材料和资源管理、人权考虑和公司治理等方面还需要改进。本研究还识别了可进一步提高项目可持续性的机会和战略,如:经济发展、绿色基础设施倡议和与利益相关者合作。另一方面,政治不稳定、公众反对和气候变化影响等威胁则凸显了有效风险管理和利益相关者参与的必要性。通过这些分析,东海岸铁路线项目显然需要优先考虑可持续性作为一个指导原则。这可以通过采用可持续战略管理过程来实现。在东海岸铁路线项目中成功实施可持续发展战略可以使马来西亚基础设施的发展更加可持续和富有韧性,并推动马来西亚的平衡经济增长和互联互通。

Malaysia‘s East Coast Rail Link (ECRL) project is a notable case within the Belt and Road Initiative (BRI), as it has been suspended due to the absence of transparency and corruption allegations against the ruling leadership. Despite the challenges faced by Malaysia in implementing large-scale infrastructure projects, the project is now underway, and this research proposed a strategic analysis of the project‘s sustainability efforts, recognising the crucial role of sustainability in modern mega infrastructure projects.The research aims to identify opportunities for the ECRL project to incorporate sustainable practices, which can improve its reputation and contribute to its success. The study drew on relevant literature and available data, such as project sustainable performance metrics and expert interviews. The analysis findings provided insights into the strategic management of the ECRL project and its potential implications for future BRI projects.Through a comprehensive analysis, the ECRL project demonstrates strength in areas such as ecosystem conservation, ethical behaviour, stakeholder participation, social responsibility, and human capital development, showcasing a commitment to environmental and socially sustainable practices. However, improvements are needed in areas such as return on investments, clean energy utilisation, materials and resources management, human rights considerations and corporate governance.This study also identifies opportunities and strategies for economic development, green infrastructure initiatives, and stakeholder collaboration, which can further enhance the project‘s sustainability. On the other hand, threats such as political instability, public opposition, and climate change impacts emphasise the need for effective risk management and stakeholder engagement. Considering these findings, it becomes evident that the ECRL project needs to prioritise sustainability as a guiding principle. This could be achieved by adopting a sustainable strategic management process. Successful implementation of sustainability strategies in the ECRL project can lead to more sustainable and resilient infrastructure development, driving balanced growth and connectivity in Malaysia.
