党的二十大报告明确提出,要坚持和完善民族区域自治制度,加强和改进党的民族工作,全面推进中国共产党的民族团结进步事业。新时代新征程上,处理好民族关系、解决好民族问题、开展好民族工作对于党和国家事业全局至关重要,对于以中国式现代化全面推进中华民族伟大复兴具有重要意义。当前,面对基层社会发展的新形势,民族地区初步形成了以社会治理为着力点推进民族工作的总体思路,这也需要我们从学理逻辑和实践经验两方面入手,对实现党的民族工作和民族地区社会治理之间的良性互动展开深入研究。从理论源流和实践脉络考察出发,马克思主义民族理论、中国传统民族思想为中国共产党民族工作理论的形成发展奠定了坚实的理论基础,以此作为引领,党各阶段民族理论的实践性与民本性特征也为民族政策中社会治理之维的逐渐凸显提供了空间。中国特色社会主义进入新时代以来,社会组织发育、管理思路调适等民族地区基层发展中的一些新局面、新特点进一步要求中国共产党通过推动实现民族工作与民族地区社会治理的良性互动,充分激活民族工作的认同强化功能,深刻发挥社会治理的治理效能,解决民族地区基层社会治理中的诸多深层次矛盾,促进民族工作的繁荣向好发展。在新时代中国共产党开展民族工作的创新实践中,已有部分民族地区沿着以社会治理助推民族工作的总体思路进行了有益探索。作为典型案例,宁夏C镇在实践中逐步形成了“五治”并举的民族地区基层社会治理新格局,以其工作实效印证了在民族地区推动民族工作和社会治理有机互动的可行性,为在民族地区开展社会治理、推进民族工作提供了可资借鉴的经验。展望未来,民族地区以社会治理促进民族工作的实践面临着社会主要矛盾变化所持续带来的诸多治理风险隐患。进一步深化以铸牢中华民族共同体意识为主线的新时代民族工作,切实强化作为中华民族共同体意识思想基础的“五个认同”,需要继续以社会治理为抓手,在社会利益联结上下功夫,奠定认同的物质基础;在多维制度建构上下功夫,形成认同的制度保证;在意识形态工作上下功夫,强化认同的精神支撑,从而使民族地区社会治理现代化同民族工作高质量发展相互支撑、协同推进。

Since socialism with Chinese characteristics has entered a new era, some new situations and characteristics in the grassroots development of ethnic regions, such as the development of social organizations and the adaptation of management ideas, have further required the CPC to fully activate the identity-strengthening function of ethnic work and profoundly bring into play the governance effectiveness of social governance by promoting the healthy interaction between ethnic work and social governance in ethnic regions, solving the many deep-rooted contradictions in ethnic regions and promote the prosperity and development of ethnic work.In the innovative practice of the CPC in carrying out ethnic work in the new era, some ethnic regions have already made useful exploration along the general idea of boosting ethnic work with social governance. As a typical case, C town in Ningxia has gradually formed a new pattern of grassroots social governance in ethnic areas by combining "five governance" in practice, which has proved the feasibility of promoting organic interaction between ethnic work and social governance in ethnic areas with its working effectiveness, and has provided experience that can be used as a reference for carrying out social governance and promoting ethnic work in ethnic areas.Looking into the future, the practice of promoting ethnic work through social governance in ethnic areas faces many governance risks and dangers brought about by the continuous changes in the main social contradictions.
