摘要

自“人类命运共同体”一词被载入党的十八大报告并于2013年初在莫斯科亮相国际舞台至今,十年历程已逝。十年间,通过对当下世界面临的共同挑战以及时代发展趋势的深刻洞察,关涉人类未来文明走向、彰显中国智慧的人类命运共同体思想在内涵上不断丰富衍化,并从一种理念倡导和新秩序构想,走向了落到实处的实践建构。 人类命运共同体理念的出场并非是抽象的“头脑风暴”式的偶然,它从中华文明绵延数千年的文化积淀中汲取思想营养,植根于对马克思世界历史理论与真正共同体思想的理论继承。放眼全球,今天的人类社会进入了机遇与挑战并存、两重性凸显的时代。在资本主义思想体系内部,虽然新自由主义霸权依然盛行,但诸如全球正义思想与有机马克思主义等理论的萌芽和兴起也构成了其内部的一种自我反思和反叛。在现实国际格局上,一方面,既有全球治理体系暴露出治理机制与能力的局限;另一方面,中国经济实力与国际地位显著提升,引发了部分国家和地区源自于零和思维的焦虑与担忧。身处这一历史变局,人类命运共同体直面当今资本逻辑依然强势、资本主义与社会主义两大社会制度并存的世界格局,在对理论与现实的辩证认知中建构起自己的思想体系,在实践主体、路径方案、时空指向上对马克思的共同体思想进行了时代化的发展。 内蕴马克思主义理论品格的人类命运共同体也深具历史性与实践性的特质,它在与世界的互动中不断丰富、完善自身的内涵构成与表达。面对中西方之间文化与语言的区隔,它在言说自我时从“俄狄浦斯式的命运”(destiny)演变为“携手同向未来”(shared future),在回应世界关切中指向对人类整体利益的关照,也即改善人类社会面临的三大困境——人与自然关系、人与人关系、人自身发展的困境,倡导一条以人类共同福祉为导向、以实现共生共荣为目标的新的全球化路径。如今,这一路径已初具图景。在历史唯物主义的哲学引领下,构建人类命运共同体的实践注重阶段性与长远性的统一、坚持共同但有区别的责任。在方案选择上,以生态合作为突破口建立行动共同体,响应解决全球环境危机这一最直接最现实的需求;以多元经济举措为媒介打造利益共同体,改善全球贫富差距,为人类共同发展夯实物质基石;以广泛交往为平台助推价值共同体,消减外部对中国误解,破解不同国家和民族间的文化与意识形态隔阂,为人类命运共同体构建与最终实现提供持久的内生动力与价值保障。

A decade has passed since the term "human community with a shared future" was included in the the report of the 18th Party congress and unveiled on the international stage in Moscow in early 2013. Over the past ten years, through a profound insight into the common challenges facing the world and the trends of the times, the idea of the human community with a shared future, which concerns the future development of human civilization and manifests China’s wisdom, has been enriched and deepened in connotation, and has moved from a conceptual advocacy and a new order concept to a practical construction on the ground. The emergence of the idea of the human community with a shared future is not an abstract "brainstorming" type of accident, it draws its ideological nutrition from the cultural accumulation of chinese civilization stretching for thousands of years,and is rooted in the theoretical inheritance of Marx‘s theory of world history and the idea of “true community”. At the same time, today‘s human society has entered an era of outstanding duality in which opportunities and challenges coexist. Although neoliberal hegemony still prevails, the sprouting and emergence of theories such as the idea of global justice and organic Marxism also constitute a kind of self-reflection and rebellion within capitalism. On the one hand, the existing global governance system exposes the limitation of its mechanism and capacity; On the other hand, China‘ s remarkable rise in economic power and international status has triggered anxiety and concern in some countries and regions based on zero-sum thinking. In this historical upheaval, the idea of the human community with a shared future,facing the current world situation in which capital logic is still strong and the two social systems of capitalism and socialism coexist, constructs its own ideological system in dialectical cognition of theory and reality, and has developed Marx‘s thought of community in terms of practical subjects, path scheme and temporal directions. The human community with a shared future, which embodies the theoretical character of Marxism, is also deeply historical and practical in nature. And it constantly enriches and improves its own connotation and expression in the interaction with the world. Faced with the cultural and linguistic differences between China and the West, it has evolved from a "Oedipusian destiny" to a "Shared Future" in speaking of itself,in response to world concerns by pointing to care for the overall interests of humanity, that is, improving the three major dilemmas facing human society——the relationship between human and nature, the relationship among humans, and their own development. It advocates a new path of globalization that is oriented toward the common welfare of mankind and the goal of coexistence and co-prosperity. Now, this path has taken shape. Led by the philosophy of historical materialism, the practice of constructing the human community with a shared future emphasizes the unity of stages and long-term nature and adheres to common but differentiated responsibilities. In terms of program selection, ecological cooperation is used as the breakthrough to establish an action community to respond to the most immediate and realistic needs of solving the global environmental crisis; diversified economic initiatives are used to build a community of interests to improve the global wealth gap, and consolidate the material foundation for common human development; extensive exchanges are used as a platform to promote a community with common values to reduce external misunderstandings about China, break down cultural and ideological barriers among different countries and ethnic groups, and provide lasting endogenous impetus and value guarantee for the construction and ultimate realization of the human community with a shared future.
