干部教育关系全局,在革命战争中发挥着基础性与先导性作用。研究围绕1944年至1948年晋察冀解放区的干部教育工作,探讨在外部局势激烈变化、中心工作快速转移的战争环境中,晋察冀解放区如何以干部教育凝聚党内共识,系统性重塑干部,在短时间内培养大批革命者,成为重要的干部输出地。晋察冀解放区的干部教育实践经历了四个阶段,围绕不同主题,全面运用了中共干部教育的若干方法。在抗战后期,晋察冀解放区克服重重困难,开展了一年半的整风学习。整风学习运用自我反省、主题争论与常态化写作等细腻精准的教育方法,全方位重塑中共干部,以人生观教育培育干部个人品质,开创了干部教育的新传统。在抗战胜利前后,基于对国共关系的预判,晋察冀解放区发起以认识国民党性质为主题的时事教育,对国民党的思想理论、现行政策、历史功过与阶级本质进行探讨,在干部教育工作中构建了表述中国国民党的理论体系与话语体系。解放战争全面爆发后,晋察冀解放区遭遇接连军事失利,陷入困难局面之中。干部教育工作因应时局剧变,教育干部深刻认识力量根源在于群众,引导干部放大眼光,在困难局面中看到战争全局的好转可能与未来的光明前景。解放战争进入军事焦灼状态,土地改革成为中共摆脱困难局面的关键工作,为在短时间内完成土改支援战争,晋察冀解放区发起群众路线教育,创造性地将群众运动作为教育方法,在土改工作中教育改造问题干部,在完成土改工作的同时实现了干部整顿。五年间,晋察冀解放区面对的战争形势几番剧变,其干部教育工作形态多变,主题与内容多次更迭,充分展现了中共干部教育工作的丰富经验。干部教育既是思想工作,又是组织工作。本文将思想史研究与政治史研究结合,立体展现中共干部教育理念在特定区域的实践过程,总结在复杂局面危机时局中干部教育的宝贵经验,对深入理解中国共产党的政治文化与系统谋划干部教育工作具有启示意义。
Cadre education is related to the overall situation and plays a fundamental and leading role in the revolutionary war. Focusing on the cadre education work in the Jincha-Hebei Liberated Area from 1944 to 1948, the study explored how the Jincha-Hebei Liberated Area, in the war environment of fierce changes in the external situation and rapid transfer of the central work, could use cadre education to condense the consensus within the Party, systematically reshape cadres, cultivate a large number of revolutionaries in a short time, and become an important export destination for cadres. The practice of cadre education in the Jincha-Hebei Liberated Area has experienced four stages, and around different themes, it has comprehensively applied several methods of cadre education of the Communist Party of China. In the late period of the Anti-Japanese War, the Jincha-Hebei Liberated Area overcame many difficulties and carried out a year and a half of rectification study. Rectification learning has used delicate and accurate educational methods such as self-reflection, thematic debate and normalized writing to reshape the CPC cadres in an all-round way, cultivate the personal quality of cadres through the education of outlook on life, and create a new tradition of cadre education. Before and after the victory of the Anti-Japanese War, based on the pre-judgment of the relationship between the Kuomintang and the Communist Party, the Jincha-Hebei Liberated Area launched the current affairs education with the theme of understanding the nature of the Kuomintang, systematically discussed the ideological theory, current policies, historical achievements and demerits, class nature and future patterns of the Kuomintang, and constructed a systematic knowledge form to express the Chinese Kuomintang in the cadre education work. After the war of liberation broke out in an all-round way, the Jincha-Hebei Liberated Area suffered successive military defeats and fell into a difficult situation. In response to the dramatic changes in the current situation, the cadre education work has educated the cadres to deeply understand that the root of power lies in the masses, and guided the cadres to broaden their vision and see the overall improvement of the war and the bright future in the difficult situation. The liberation war entered a state of military anxiety on both sides, and land reform became the key work to get rid of the difficult situation. In order to quickly complete the land reform support war in a short time, the Jincha-Hebei Liberated Area launched the study of party consolidation, creatively used the mass movement as an educational method to educate and reform the problem cadres in the land reform work, and achieved the rectification of cadres while completing the land reform work. During the five years, the war situation faced by the Jincha-Hebei Liberated Area has undergone several dramatic changes. Its cadre education work has varied in form, and its theme and content have changed many times, fully demonstrating the rich experience of the CPC’s cadre education work. Cadre education is both ideological and organizational work. This paper combines the study of ideological history with the study of political history to show the practice process of the Communist Party of China’s cadre education concept in specific regions in a three-dimensional way, and summarizes the valuable experience of cadre education in the complex situation crisis situation, which has enlightenment significance for in-depth understanding of the political culture of the CPC and systematic planning of cadre education.
