社区治理中公民在线参与意愿的影响因素研究

摘要

后疫情时代背景下,社区治理的方式发生了变化,公民对于参与社区治理的理念、行为也相应改变。互联网时代的发展加上疫情这一特殊事件的发生,极大地促进了社区治理中在线参与的发展。社区群的建立、公众号的信息发布、在线填报系统的上线,都从方式的创新和渠道的畅通上为公民在线参与社区治理提供了保障,公民能更轻易的通过在线参与实现信息的获取、建议的提出、邻里之间的互动、对社区事项的管理及监督。公民是社区治理中重要的参与主体,如何提升公民参与社区治理的意愿有很强的研究价值,现有文献对公民参与社区治理的研究已经非常丰富。然而,在社区治理这一场域中针对于在线参与这一种新模式的讨论还较为欠缺,对公民在线参与社区治理意愿的研究还关注不够。本文通过梳理现有文献、资料,以国内外学者的研究成果为理论参考,以北京市Y社区公民为实证研究对象,通过访谈、问卷调查等研究方法,对北京市Y社区公民在线参与社区治理意愿的相关数据进行收集与分析,构建了以计划行为理论及技术接受模型为理论基础的路径模型,并使用结构方程模型对其进行探索和验证,指出在当下广泛运用数智化、现代化信息手段等新技术的背景下,社区治理中公民在线参与意愿的影响因素。实证结果表明,公民的行为态度、主观规范和知觉行为控制可以显著提升公民在线参与社区治理意愿,而感知有用性可以显著提升行为态度。本文进而就这些因素提出具体的对策与建议,包括加强公民对于社区治理的理解与认识、提升公民在线参与社区治理的内生动力、树立公民在线参与社区治理的优秀榜样、重视公民在线参与社区治理的能力培养及改革公民在线参与社区治理的共治机制。

In the post-epidemic era, the ways of community governance have changed, so have citizens‘ concepts and behaviors for participating in community governance. The development of the Internet era, coupled with the occurrence of this special event, has greatly promoted the development of online participation in community governance. The establishment of community groups, the information release of the official account, and the launch of the online reporting system have all provided guarantees for citizens to participate in community governance online from the perspective of innovation in ways and unblocked channels. Citizens can more easily obtain information, put forward suggestions, interact with neighbors, and manage and supervise community matters through online participation.Citizens are important participants in community governance. How to enhance citizens‘ willingness to participate in community governance has strong research value. There are abundant existing literature on citizens‘ participation in community governance. However, in the field of community governance, there is still a lack of discussion on the new model of online participation, and insufficient attention has been paid to the study of citizens‘ willingness to participate in community governance online.This article collects and analyzes relevant data on the willingness of citizens in Beijing‘s Y community to participate in community governance online through interviews, interactions, questionnaires, and other methods, using the research results of domestic and foreign scholars as theoretical references, and taking citizens in Beijing‘s Y community as empirical research objects. It constructs a model path based on the theory of planned behavior and technology acceptance models. Using structural equation models to test and revise it, it points out the influencing factors of citizens‘ willingness to participate online in community governance in the context of the widespread use of new technologies such as digital intelligence and modern information technology.The empirical results show that citizens‘ behavioral attitudes, subjective norms, and perceived behavioral control can significantly enhance their willingness to participate in community governance online, while perceived usefulness can significantly enhance their behavioral attitudes. This article further proposes specific countermeasures and suggestions for these factors, including strengthening citizens‘ understanding and understanding of community governance, enhancing the endogenous motivation of citizens‘ online participation in community governance, establishing an excellent example of citizens‘ online participation in community governance, emphasizing the cultivation of citizens‘ ability to participate in community governance online, and reforming the joint governance mechanism of citizens‘ online participation in community governance.
