摘要

社区是一个城市的细胞,是城市居民居住、学习、休闲娱乐的重要场所,是满足生活需求、认识社会构成、开展社交活动等最基本、最重要、最完整的单元,在新时代城市建设发展中扮演十分重要的基础角色。但从实际来看,社区普遍存在职责定位不清、居民参与度不高,重前期建设、轻后期管理等突出问题,居民很难主动参与社区事务,关心社区发展,社区还不能作为居民学习、锻炼、成长的良性互动平台。学习型社区是建立在学习基础上的新型社区,它以社区为平台,以学习型组织建设为载体,目的是把社区建设为人人学习、人人参与、人人共享的紧密共同体。建设学习型社区,是国家号召的“学习型社会”“学习型城市”建设的基础和延伸。通过对相关文献的研究分析,学习型社区建设的理论研究大多局限于社区教育领域,缺乏与基层社区状况的结合和调查分析。现有研究存在缺乏社区实践经验,与基层实际结合不够紧密,缺乏对社区参与的重视等问题,需要结合社区组织架构、学习资源、居民特点等深入研究剖析。本文以学习型社区建设的有效路径研究为研究对象,以学习型组织建设理论、社区建设理论等为基础,研究分析了当前国内北京、上海、成都、 深圳等地学习型社区建设部分地区的经验做法,并进行了综合评述。结合山东省济南、青岛、东营等地学习型社区建设的相关做法,探索研究建设行之有效的路径。在认真分析的基础上,研究推动学习型社区建设存在的困境和难点。同时,从社区建设发展政策、推广学习型社区建设的重要性、山东省学习型社区建设的努力和成果及相关实务操作经验等角度出发,探索提出学习型社区建设的对策建议。

The community is the cell of a city, an important place for urban residents to live, study, and enjoy leisure. It is the most basic, important, and complete unit for meeting living needs, understanding social composition, and conducting social activities. It plays a very important and fundamental role in the construction and development of cities in the new era. However, from a practical perspective, there are generally prominent issues in communities such as unclear responsibilities, low participation of residents, and emphasis on early construction, while ignoring late management. It is difficult for residents to actively participate in community affairs and care about community development. Communities cannot yet serve as a benign interactive platform for residents to learn, exercise, and grow.The learning community is a new type of community based on learning. It takes the community as a platform and the construction of a learning organization as a carrier, with the aim of building the community into a close community where everyone learns, participates, and shares. Building a learning community is the foundation and extension of the "learning society" and "learning city" construction called for by the country. Based on the research and analysis of relevant literature, theoretical research on the construction of learning community is mostly limited to the field of community education, lacking the combination with the situation of grassroots communities and investigation and analysis. Existing research has problems such as a lack of community practical experience, insufficient integration with grassroots practice, and a lack of emphasis on community participation. It is necessary to conduct in-depth research and analysis based on community organizational structure, learning resources, and residents‘ characteristics.This article takes the effective path research of learning community construction as the research object, and based on learning organization construction theory and community construction theory, studies and analyzes the current experience and practices of learning community construction in some regions in China, such as Beijing, Shanghai, Chengdu, and Shenzhen, and conducts a comprehensive review. Combining the relevant practices of learning community construction in Jinan, Qingdao, Dongying, and other places in Shandong Province, explore effective paths for research and construction. On the basis of careful analysis, study the difficulties and difficulties in promoting the construction of learning community. At the same time, from the perspectives of community construction and development policies, the importance of promoting learning community construction, the efforts and achievements of learning community construction in Shandong Province, and relevant practical operation experience, explore and propose countermeasures and suggestions for learning community construction.
