对基层政府的政策落地执行的研究,既是对于政策执行过程的重要讨论,也是理解我国国家治理的重要视角,学术界对此进行了大量的论述和实践。当前,我国农村正在推行“厕所革命”,这为我们深入学习基层政府的政策落实工作提供了鲜活的案例。小小农村厕所,反映着广大农民群体的生活质量,同时反映着我国“三农”工作开展现代化建设的成绩和不足,是实施乡村振兴战略中重要一环,事关广大农民群众基本生活条件、事关农村人居环境。为进一步推进农村厕所革命,B镇作为基层政府的个例和政策执行的具体主体,积极响应上级政府号召,从开始政策试点试行探索农村厕所革命道路,到采用“一刀切”运动式改厕后群众舆论集体爆发,出现了一户多厕、一厕多问题和群众满意度不高的现实问题,经历了一波三折的政策执行困难后,终于迎来科学规范的方法整治户厕最优路径。基于这一问题,文章中心思考问题是:乡镇政府在压力型体制下存在那些不同表现得回应?其逻辑是什么?策略主义行为是一直以来是地方政策执行过程中的主要讨论问题。本文通过结合实际与理论研究,首先对压力型体制、策略主义在国内外有关政府应对理论的研究进行梳理,找出其中引发策略性回应的原因和产生策略性行为的内在逻辑,也少有学者从政府回应视角,来解释多重压力下的政府回应行为,本文试图通过研究,进一步充实对压力型体制的认识,并从该角度充实政府回应的相关研究。具体来说,文章将结合农村厕所革命政策实际案例,构建压力与回应的理论分析框架,试图说明多重压力下地方政府策略性回应的基本逻辑。
The research on policy implementation of grassroots governments is not only an important part of the policy process, but also an important perspective to understand China‘s national governance. At present, the toilet revolution is being promoted in rural China, which provides a fresh case for us to further study the policy implementation of grassroots governments. The rural toilet revolution is a key link of China‘s rural modernization, related to the improvement of hundreds of millions of farmers‘ quality of life and rural living environment. In order to further improve the living environment and help rural revitalization, B Town, as the main body of policy implementation, actively responds to the decision, deployment and related requirements of the superior government on carrying out the "toilet revolution" work. From the initial policy pilot, exploring the optimal path of the rural toilet revolution, to adopting the "one-size-fits-all" campaign to change the toilet, it is difficult to trigger the outbreak of public opinion. After a series of twists and turns in the process of policy implementation, the government finally walked towards the road of scientific revolution. With the strategic response of four stages of pilot drive, comprehensive promotion, public opinion outbreak and adjustment and rectification appearing in the process of policy implementation of B Town government, the effect of policy implementation of rural toilet revolution is also on a roller coaster, with ups and downs. Based on this, the core question raised in this paper is: why do township governments behave in such a big contrast in the process of implementing the policy of rural toilet revolution? What is the underlying logic behind differentiated responses?Strategic behavior has always been an important perspective for public administration scholars to pay attention to China‘s grass-roots policy behavior. Based on the existing studies, this paper sorts out the literature related to the theory of pressure system, strategic behavior and government response, and finds that the existing studies lack in-depth discussion on the causes and internal logic of strategic behavior, and few scholars analyze the strategic behavior of township government in the pressure system from the perspective of government response. This study tries to open the "black box", expand the research field of government behavior from the perspective of government response, enrich the research of strategism, and deepen the understanding of pressure system. Specifically, combined with the case of the implementation of the rural toilet revolution policy in B Town, this paper tries to learn from the analytical path of the pressure type system, introduces the government response theory to build a "pressure-response" analytical framework, and analyzes the multiple pressures under which towns and villages are subjected and the expression forms and internal logic that affect the strategic response behavior of B town government.It is found that the township is the implementer of the policy and has the dual identity of "state agent" and "mass spokesperson". With the progress of society and the development of the country, the country and the masses have higher and higher requirements on the governance ability and governance level of the township government. The township government brings together multiple pressures such as "top-down political pressure, bottom-up social pressure and horizontal competitive pressure", leading to strategic behaviors. Town BIn the four stages of the policy implementation of the rural toilet revolution, in order to remove and transfer the pressure of multiple convergence, four kinds of strategic response behaviors were adopted respectively, namely, the performance response, the coping response, the negative response and the governance response, thus forming a kind of "response strategism".This paper discusses and thinks about the strategic behavior of the township government, further reveals the generating logic of the strategic response of the township government, and provides a new academic perspective for the study of the township government behavior. At the same time, the author tries to put forward suggestions from three aspects: realizing the effectiveness of pressure through scientific regulation, expanding the channels of internal communication and response of the government, and unblocking the channels of external consultation and response of the government. The intention is to maximize the positive effect of pressure, eliminate its negative consequences, and provide useful thinking for solving the problems of grassroots governance.
