“十八大”以来，京津冀协同发展、长三角一体化、粤港澳大湾区等经济区一体化进程加速推进并上升为国家战略，合作已成为区域范围内地方政府间关系发展的明显趋势。2019年12月，中共中央、国务院发布的《长江三角洲区域一体化发展规划纲要》，标志着长三角地区已经进入发展新征程。目前，长三角在世界城市群中已经有自己的一席之地，城市之间的经济互通纽带日渐增长，坚决消除行政弊端的配套改革也在努力进行。我们需要发挥区域协同治理的整体思想，并且把制度管理、组织配合、主体培养以及空间设计等职责充分前置，保证区域治理的有效进行。而落实这样的一体化战略，要做到资源优化、经济产业协调作战以及生态环境共同防御等创新战略，实行责任共同承担、利益双赢以及成果共同分享等长期有效的机制，发挥各类因素充分的互相流动。 本文将研究的重点聚集在“区域一体化的协同治理”，全面论述长三角湾区一体化过程中协同治理的发展历程、地方政府合作利益协调机制等，对拓展长三角湾区一体化的本土化研究、丰富政府公共管理理论，尤其是地方政府间的协同治理理论有一定的帮助。同时，本研究创新性提出“目标-主体-资源-机制-制度”协同治理框架体系，为区域一体化协同治理机制的路径优化与方法选择提供必要的原则性指导，为长三角湾区一体化发展中地方政府间合作机制构建提供一些具有创新性的理论观点和参考价值的政策建议。

From the domestic situation, the coordinated development of Beijing, Tianjin and Hebei, the integration of the Yangtze River Delta and the integration of Guangdong, Hong Kong, Macao and other economic zones have been promoted in depth. Cooperation has become an obvious trend in the development of local government relations within the region. At present, the Yangtze River Delta has ranked among the world-class urban agglomerations, and the collaborative division of labor and network connection between cities are increasingly strengthened. It is urgent to promote the supporting reform of breaking down administrative barriers. The demonstration zone should focus on important areas such as industrial innovation and cooperation, optimal allocation of public resources, joint prevention and governance of ecological environment, take the lead in establishing a long-term mechanism for regional cooperation with shared responsibilities, shared achievements and win-win interests, and guide the full flow of various elements. In December 2019, the CPC Central Committee and the State Council issued the outline of the Yangtze River Delta regional integration development plan, marking that the Yangtze River Delta region has entered a new stage driven by high quality and integration. For regional development, higher quality development goals often correspond to higher levels of regional integration. This means that the latter, as the realization means of the former, undertakes the important tasks of regional economic growth path selection, management and maintenance. Therefore, it is necessary to introduce the overall thinking of regional collaborative governance, and fully advance the functions of institutional arrangement, organization and coordination, subject cultivation and spatial planning, so as to ensure the efficient operation of regional collaborative governance system. This paper focuses on the "collaborative governance of regional integration", and comprehensively discusses the development process of collaborative governance and the coordination mechanism of cooperative interests of local governments in the integration process of the Yangtze River Delta Bay area, which is helpful to expand the localization research of the integration of the Yangtze River Delta Bay area and enrich the government public management theory, especially the collaborative governance theory between local governments. At the same time, this study innovatively puts forward the collaborative governance framework system of "goal subject resource mechanism system", which provides necessary principled guidance for the path optimization and method selection of the collaborative governance mechanism of regional integration, and provides some innovative theoretical views and policy suggestions of reference value for the construction of the cooperation mechanism between local governments in the integrated development of the Yangtze River Delta Bay area.
