摘要

目前,我国快递业务量不断增加,而适龄劳动力人口却在不断减少,作为一种可以解决末端配送瓶颈的新兴配送方式,无人机物流走入了人们的视野。但随着低空空域的开放,无人机“黑飞”现象频发,极大地影响了社会的秩序和公众的安全。因此,建立一套无人机物流智慧化管控平台具有非常重要的实际应用价值。本文分析了无人机物流配送系统的组成和客户需求,从“人”、“物”、“法”三个方面介绍了无人机“黑飞”现象的成因,并对国外典型民用无人机管控系统UTM和U-Space的建设情况进行了介绍,分析了目前我国民用无人机管控平台的现状。本文结合实际应用需求,完成了无人机物流配送管控平台的设计方案,确定了飞手、物流公司、无人机厂商和平台管理员这四种用户类型;根据平台的功能性需求,从实名登记、任务管理、政策新闻、空域管理、定位与监视、应急与冲突这六大功能模块入手,对不同模块的子功能进行了具体的流程设计;并完成了平台数据库的表单设计。在无人机预警算法部分,本文提出了判断无人机是否侵入禁飞区域、是否靠近地面和是否遇到恶劣天气这三种危险情况的方法,提出了相应的预警算法,为平台应急与冲突功能模块的预警功能提供了解决方案。管控平台在用户设置和功能设计上为无人机物流配送的监管提供了更明晰的责任溯源渠道,根据系统中的任意一条飞行计划记录皆可找到其对应的飞手信息、物流公司信息、无人机信息和订单信息,顺藤摸瓜可轻易地查询订单对应的客户、商家以及物品信息。平台的整体设计可实现对无人机物流配送整个过程的有效管控,从用户注册到应急冲突的处理皆包含在内,将客户、飞手、物流公司、无人机厂商和监管者融为一体,对于无人机物流融入整个物流配送体系具有重要意义。

At present, in our country, the labor force is decreasing, but the volume of express delivery is increasing. UAV logistics is an emerging distribution method that can solve the "last mile" bottleneck of logistics distribution. The opening of low-altitude airspace makes the phenomenon of "black flight" of drones occur frequently. Therefore, the establishment of a set of UAV logistics intelligent management platform has important application value.This paper analyzes the composition and customer needs of the UAV logistics distribution system, and explains the causes of the "black flying" phenomenon of UAVs. The typical foreign systems UTM and U-Space provide an important reference for the design of the management platform. This paper completes the design of the management platform, identifies four types of users, namely pilots, logistics companies, drone manufacturers and platform administrators. This paper proposes the no-fly area early warning, the near-ground early warning and the severe weather early warning algorithm.The platform provides a clear responsibility traceability channel for the supervision of UAV logistics distribution, and realizes effective supervision of the entire distribution process, which is very important for the integration of UAV logistics into the entire logistics distribution system.
