摘要

2021年,中国教育部和国家体育总局联合印发了《关于进一步完善和规范高校高水平运动队考试招生工作的指导意见》,以求解决现阶段高校对高水平运动员在考试招生环节面临的问题。而作为全球范围内培养人才的重要基地,美国大学在招生方面往往备受关注。尤其是不同于传统的“学术型人才招生”,作为人才一类的运动员招生引发了诸多讨论。然而,国内外体育学领域对这一问题的研究尚有不完备之处。鉴于此背景,本论文通过对现有文献资料的搜集和梳理,在结合现行美国大学招生的理论和实际的基础上,为中国一流大学的运动员招生提供借鉴经验。本论文首先对美国大学竞技体育现状进行了简要阐述,并对美国大学的本科招生概况和作为特殊招生类别的运动员做出了说明。在此基础上,通过对运动员招生问题所涉及的概念做出了区分,以明确有待研究的对象,即:NCAA比赛项目的学生运动员和非NCAA比赛项目的体育特长生,同时对两种类型的竞技体育人才招生的相关制度进行分析,认为美国大学对于竞技体育人才的招生制度是相对成熟、有序且高效的,在招生方面的成功经验对于中国高校来说是值得总结、参考与借鉴的。虽然NCAA为确保招募的学生运动员在学业水平上能够达到大学的水平而设置了最低学业标准,并且对运动员的业余身份设置了参赛资格限制,但是学生运动员的招生受各所学校政策的影响更大,甚至对于不是NCAA项目的运动员来说,通过大学的考核是他们唯一能够被录取的途径,故本论文选取常春藤联盟和Pac-12联盟,对其中的哈佛大学和斯坦福大学两所世界顶尖的学术机构有关运动员招生的制度、流程和经验进行归纳,总结相关规律。本论文通过研究和分析,发现美国大学竞技体育人才招生长期以来得以稳定发展的原因是基于透明的招生制度、严密的招生程序、灵活的招生标准、多元的招生类别等特点。体现出对中国高校在竞技体育人才招生环节的启示主要集中在:对竞技体育人才的学生身份的高度重视、对教练员的招生权力的广泛授权、对用于招生活动的经费的大力支持、大学和管理机构对招生制度的严格要求四个方面。因此,建议中国高校在招收高水平运动员时,应当提高准大学生运动员入学文化成绩的门槛、授权校运动队教练员在招生中更多的权力、增加学校用于大学生运动员招生活动的资金和推动监管机构尽快出台详细的招生规章制度。

In 2021, Ministry of Education of the People’s Republic of China and General Administration of Sport of China jointly issued A Guideline on Promoting Fairer and Better Enrollment for High-Level Sports Teams in Higher Education Institutions to solve the problems faced by colleges and universities in the enrollment process for high-level athletes currently. Having produced millions of talents around the world, the admissions of American universities attract much attention. Different from enrollment of "students with academic pursuits", the uniqueness of the admissions of sport talents has triggered a lot of discussions. However, the research on this issue is incomplete worldwide. Under this background, this paper briefly expounds the US collegiate sports and its admissions system by reviewing existing literature, and based on the current theory and practice of university admission in the United States, hope to provide advice for athlete admission at top universities in China.This paper begins with a brief description of the current state of university athletics and provides an overview of undergraduate admissions in the United States. On this basis, by making a distinction between the concepts involved in the issue of athlete admissions in order to clarify the subjects to be studied, namely: student-athletes of NCAA programs and athletes of non-NCAA programs, as well as analyzing the systems related to the admissions of both types of competitive athletic talents. Through clarifying concepts and analyzing relevant systems, it is found that the admissions system of American universities for athletes is relatively mature, orderly and efficient, and is a system that Chinese universities could refer to. While the NCAA has set minimum academic standards to ensure that recruited student-athletes are academically competent at college levels and has imposed eligibility limits on student-athletes‘ amateur status, student-athlete admissions are more influenced by individual school policies. Even for non-NCAA athletes, passing the university process is the only way to be admitted. Therefore, this paper selects the Ivy League and the Pac-12 Conference, and mainly analyzed the prominent Harvard University and Stanford University. This paper finds that the stability of US universities admissions for talent athletes is based on a transparent admissions system, strict admissions procedures, flexible admissions standards, and diverse admissions groups. The following aspects could be useful for Chinese universities to develop their own sport talent admission system: the importance of student status of sports talents, the authorization of coaches‘ power on admission, the support for the funding of admissions activities, and details of the admissions system made by universities and governing bodies. Therefore, Chinese universities could improve the admissions and development of sports talents by raising the admissions standard on academic achievement for prospective student-athletes, authorizing varsity sports coaches with more power in admissions, allocating more funds on athletes‘ admissions and promoting relevant governing bodies to create rules and regulations about admissions.
