老旧小区改造不仅是城市有机更新的重要组成部分,也是房地产市场由增量转为存量发展的必然历史阶段。2015年12月开始,党中央、国务院针对加快推进城镇老旧小区改造进行一系列战略部署,各地政府纷纷组织专业力量编制城镇老旧小区改造专项规划、设计改造方案,2020年7月,国务院办公厅发布《关于全面推进城镇老旧小区改造工作的指导意见》,标志着全国范围内城镇老旧小区改造的全面启动。以新疆为例,2020—2021年,开工改造城镇老旧小区2804个,惠及居民42.49万户,2022年计划改造城镇老旧小区1273个,惠及居民20.39万户。实施城镇老旧小区改造,能够实现促投资、稳增长、调结构、惠民生、保稳定“一举多得”的经济社会效果。但在实施改造的过程中面临着诸多问题,其中资金筹措问题最为关键,对于新疆等经济欠发达地区来说,如何破解改造资金筹措难题对于能否顺利完成改造任务至关重要。本文基于新疆阿克苏市X小区的现状及改造历程,运用文献资料分析、问卷调查、半结构化访谈等方法深入开展研究,总结发现该小区资金筹措存在筹资渠道单一,“九项机制”落实程度低,居民出资少,社会资本参与意愿不足等问题;分析影响X小区资金筹措的外部因素和内部因素;提出做好分类筹措改造资金,因地制宜落实“九项机制”,提高居民和社会资本的出资意愿,支持促进企业投资、吸引社会资本参与,完善资金使用管理体系,创新金融服务模式等是目前老旧小区改造资金筹措工作的重中之重。本文强调在用好政府财政资金的同时拓宽筹资渠道,通过发行专项债券、专项彩票,创造项目盈利点等方式让居民和社会资本能够参与进来;充分考虑各利益相关主体的切实诉求,建立多元化融资机制,加大改造资金筹集力度;完善融资配套措施,吸引更多资金投入老旧小区改造;加大政府支持力度;争取金融服务支持,优化金融供给;加强资金规范化管理等措施解决资金筹集问题,对新疆其他地区筹措老旧小区改造资金具有一定借鉴意义。本文可能的贡献是:综合利用前人研究成果,运用公共管理相关理论和科学研究方法,对老旧小区改造资金筹措问题进行全方位、多角度研究,分析面临的突出问题及其症结所在,结合X老旧小区案例实证研究,类比分析、参考借鉴试点省市经验,探索创新切合新疆实际、具有一定价值的资金筹措机制与方法,为破解资金筹措现实难题、推进与实施城镇老旧小区改造项目提供参考。
The transformation of old communities is not only an important part of the organic renewal of the city, but also an inevitable historical stage of the real estate market to change from incremental to stock development. Since December 2015, the Party Central Committee and the State Council have carried out a series of strategic deployments to accelerate the transformation of old urban communities, and local governments have organized professional forces to prepare special plans, and design renovation plans for the transformation of old urban communities. In July 2020, the General Office of the State Council issued the "Guiding Opinions on Comprehensively Promoting the Transformation of Old Urban Communities", marking the full start of nationwide reconstruction of old urban areas. Taking Xinjiang as an example, from 2020 to 2021, 2804 old urban communities were renovated, which benefiting 424,900 residents, and in 2022, 1,273 old urban communities will be transformed, which will benefit 203,900 residents. The transformation of old urban communities can achieve the economic and social effects of promoting investment, stabilizing growth, adjusting the structure, benefiting people's livelihood and ensuring stability. However, there are many problems in the process of implementing the transformation, among which the problem of financing is the most critical. For the economically underdeveloped areas such as Xinjiang, how to solve the problem of financing for the transformation is very important for the successful completion of the transformation task.Based on the current situation and transformation history of X district in Aksu City, Xinjiang, this paper investigates the current situation of X district in Aksu City by using literature analysis, questionnaire survey and semi-structured interview, and summarizes the problems of single financing channel, low degree of implementation of "nine mechanisms", little contribution from residents and insufficient willingness of social capital to participate in the financing of this district. We analyze the external and internal factors influencing the financing of Aksu City, Xinjiang X. We propose to raise renovation funds by categories, implement the "nine mechanisms" according to local conditions, increase the willingness of residents and social capital to contribute, give preferential treatment to enterprises in terms of finance and taxation, attract social capital to participate, and promote investment by enterprises. Promoting enterprise investment; improving the management system of fund use; and innovating the financial service mode are the top priorities of fund raising work. This paper emphasizes that while making good use of government financial funds, broadening the financing channels, enabling residents and social capital to participate by issuing special bonds and lotteries?and creating project profit points, etc., fully considering the practical demands of various stakeholders, establishing diversified financing mechanisms, and increasing the efforts to raise renovation funds; improving financing support measures to attract more funds to invest in the renovation of old neighborhoods; and increasing government support. Seeking financial service support and optimizing financial supply; strengthening the standardized management of funds; it has certain significance for other regions in Xinjiang to carry out how to raise funds for the transformation of old neighborhoods.The possible contributions of this paper are: comprehensive use of previous research results, application of public management-related theories and scientific research methods, all-round and multi-angle research on the financing of urban old neighborhood transformation, analysis of the outstanding problems faced and their crux, combined with empirical research on X old neighborhood cases, analogical analysis, reference to the experience of pilot provinces and cities, exploration and innovation of practical Xinjiang, with certain value The purpose of this study is to explore innovative and valuable financing mechanisms and methods that are practical in Xinjiang, and to provide reference for cracking the real problems of financing and promoting and implementing urban old neighborhood renovation projects.
