对外贸易是推动我国经济持续健康增长、社会稳定发展的重要手段。新冠肺炎疫情爆发以来,迅速蔓延扩散至世界各地,不仅给稳外贸工作带来巨大威胁,也对政府治理能力提出严峻挑战。本文重点关注新冠肺炎疫情期间的稳外贸工作,研究中央政府部门协同如何发挥积极作用以提升治理能力。 笔者基于稳外贸情境,尝试通过文献综述分析、数据分析、多案例比较、座谈访谈等研究方法,解答中央政府部门如何跨越部门藩篱实现协同等问题。本文梳理了相关概念及政府部门间协同研究、危机情境中的政府间协同研究、稳外贸情境相关研究等方面文献;整理了疫情期间中央政府部门协同推动疫情防控夯实基础,稳住外贸基本盘工作情况;从研究方法的选择、研究载体的确定、研究案例的筛选、分析框架的建立等四方面对研究设计进行说明,选取有关案例从协同机制、正式契约、关系协同等方面开展多角度比较研究。 笔者通过三个案例的对比分析发现,相比较协同机制、正式合约等显性约束条件,良好的沟通协同、推动形成共同目标等隐性约束条件更加重要;并提出设定客观合理的目标、建立有效的利益共享机制、清晰职能及职责权限、构建权威的新型管理方式等四方面政策建议。
Foreign trade is an important means to promote the sustained and healthy growth of China's economy and the stable development of society. The COVID-19 rapidly spread around the whole world and transformed into a global epidemic infectious disease, posing not only a huge threat to the work of foreign-trade stablizing, but also a severe challenge to the authority's governance capacity and its governance system. This paper focused on the work of foreign-trade stabilization during the COVID-19 pandemic, and studied how central government departments synergized in this work to jointly and actively improving governance capabilities. This paper is based on the actual work of stabilizing foreign trade, attempted to find out how the central government department can achieve effective synergy across departmental barriers.. Relevant concepts and literatures of three subjects that about governmental interdepartmental synergy were illustrated in this paper. Works jointly accomplished by the relevant central departments of State Council to promote COVID-19 prevention and control for strengthening the foundation, of foreign trade during the pandemic period were introduced in this paper. Comments on study design was given by explaining the establishment of analysis framework. The comparative study was carried out from multiple perspectives on different cases. By comparatively study and analysis on three cases, it was found compared with explicit constraints such as formal contracts, implicit constraints such as good synergy in communication is more important. Four suggestions including setting objective and reasonable goals and building authoritative new management methods were put forward in this paper.
