摘要

21世纪以来,随着信息技术的发展,科技与文化的深度融合形成的数字创意产业在中国正步入高速发展期。目前,中国大力扶持数字创意产业的发展。《“十三五”国家战略性新兴产业发展规划的通知》明确提出,要以数字技术和先进理念推动文化创意与创新设计等产业的发展,促进文化科技深度融合、相关产业相互渗透。基于此,本文以传播学、新经济地理学、产业经济学为理论基础,引入产业空间集聚理论,对数字创意产业集群的空间集聚和时空演化逻辑展开系统性研判。并分析数字创意产业发展的内在机制,总结归纳出数字创意产业的三大核心特征,描述了基于企业大数据的中国数字创意产业的集群特征,系统研判中国数字创意产业集群的发展机制及发展质量,并针对数字创意产业集群的高质量发展提出相关发展建议。全文研究从以下几个方面进行展开:一、提出数字创意产业三大核心特征。梳理传播学、产业集群理论和集聚经济理论,对数字创意产业的概念进行界定,结合数字创意产业特征提出数字创意产业的三大核心特征,用于解释数字创意产业集群在我国的发展路径。二、基于企业工商大数据的中国数字创意产业集群演化逻辑与发展现状。采用企业工商大数据对中国数字创意产业的时空演化和集群特征进行描述,针对重点产业链条的数字创意产业的集群演化及现状做出分析,并聚焦数字创意产业中的支柱产业——动漫产业,分析其时空演化特征。三、中国数字创意产业集群成长机制实证研究。探讨数字创意产业集群的发展模式,以我国数字创意产业集群发展的典型区域为例,总结归纳影响数字创意产业集群发展的主要因素。四、中国数字创意产业集群发展质量实证研究。构建质量评价体系,在此基础上,对我国以城市为载体的主要数字创意产业集群发展质量进行全面评价。基于文章中的数字创意产业集群综合评价指标体系,结合对于全国十大主要城市产业集群发展质量的评价结果,文章从产业人才、投融资政策、产学研结合和政府支持等方面出发,针对不同规模等级的城市给出了相关的培育和发展建议,以促进地区数字创意产业集群的发展。最后,为促进数字创意产业集群的优化升级,不断延伸集群发展的生命周期,文章也尝试给出了促进数字创意产业集群优化升级的发展策略。

Since the turn of the 21th century, with the development of information technology, digital and creative industries that are rooted in the in-depth integration of science, technology and culture have entered a stage of rapid development in China. Currently, China is vigorously boosting its digital and creative industries. The Notice on the 13th Five-Year Plan for National Strategic Emerging Industries clarified that China will step up the development of cultural and creative industries, innovative design, and other industries with digital technology and advanced concepts, promote in-depth integration of culture and science, and interpenetration between relevant industries. Based on the context, this paper introduces the theory of industrial spatial agglomeration to conduct systemic research and analysis of spatial agglomeration and spatial-temporal evolution logic of digital and creative industrial clusters, with communications, neo-economic geography and industrial economics as its theoretical basis. Through analyzing the internal mechanism for the development of digital and creative industries, the paper sums up their three core features, depicts the characteristics of China’s digital and creative industrial clusters based on big data of relevant enterprises, and gives a systematic analysis to the development mechanism and quality of China’s digital and creative industrial clusters. It also provides suggestions on the high-quality development of digital and creative industrial clusters. The paper conducts research in the following aspects:First, it puts forward the three core features of digital and creative industries. Based on theories of communications, industrial agglomeration, and agglomerative economics, the paper defines the concept of digital and creative industries, and sums up their three core features to explain the development roadmap of digital and creative industrial clusters in China; Second, it analyzes the revolution logic and status quo of China’s digital and creative industrial clusters by using industrial and commercial big data of relevant enterprises. It uses such data to depict spatial-temporal evolution and agglomeration characteristics of digital and creative industries in the key industrial chain. Focusing on the animation industry, a pillar industry among digital and creative industries, the paper analyzes the features of its spatial-temporal evolution; Third, it conducts an empirical study of the growth mechanism of China’s digital and creative industrial clusters. Taking the typical regions with digital and creative industrial clusters as examples, the paper sums up key factors that influence the development of digital and creative industrial clusters in China; Fourth, it conducts an empirical study of the development quality of China’s digital and creative industrial clusters. The paper also forms a quality evaluation system, with which it conducts comprehensive assessment on the development quality of China’s major digital and creative industrial clusters with cities as the main carriers.Based on the comprehensive evaluation index system of digital creative industry clusters in the paper, combined with the evaluation results of the development quality of industrial clusters in ten major cities in the country, the conculsion part starts from the aspects of industrial talents, investment and financing policies, integration of industry, education and research, and government support, targeting different scales. Hierarchical cities have given relevant cultivation and development suggestions to promote the development of regional digital creative industry clusters. Finally, in order to promote the optimization and upgrading of digital creative industry clusters and continuously extend the life cycle of cluster development, the paper also attempts to give development strategies to promote the optimization and upgrading of digital creative industry clusters.
