社会主义协商民主是中国特色社会主义民主的重要实现形式，作为社会主义协商民主政党制度基础的中国新型政党制度是中国的基本政治制度。推动社会主义协商民主的发展，就要不断推进中国新型政党制度建设。中国新型政党制度与社会主义协商民主之间有着深刻的互动关系。一方面，中国新型政党制度是社会主义协商民主实现的重要制度化安排，另一方面，社会主义协商民主也导引和型塑着中国新型政党制度。伴随中国特色社会主义政治发展进入新时代，对于中国特色社会主义政治发展道路与中国制度优势的本土研究，提出了对中国新型政党制度理论与实践创新经验的探究需求。由此，基于对中国新型政党制度历史流变与理论演绎、实践演进的系统梳理，总结出中国新型政党制度的基本性质与生成规律，并结合对其与西方政党制度、其他社会主义国家政党制度进行的比较分析，在人民民主理论、多党合作理论以及统一战线理论的理论框架下，对中国新型政党制度进行全景式的研究就显得十分必要。分析中国新型政党制度中所蕴含的协商民主主体要素、客体要素、场域要素、机制要素和结果要素，概括其在社会主义协商民主中的社会整合、科学决策、政治参与及民主监督功能，提炼出其所具有的协商民主的建构维度、导向维度、价值维度与历时维度的特征，同时根据中国政治场景实际总结出其所面临的理论与现实挑战从而对这一崭新的民主实现形式、崭新的政党执政方式和崭新的政治合作关系提出完善性对策成为这一全景式研究的重要内容。总的来说，社会主义协商民主的政党制度基础本质上是对于西方民主理论与制度以及政党理论与制度的双重对话。一方面，从社会主义协商民主作为全新的民主形态的角度，完成了与西方的竞争性民主制度的对话；另一方面，中国新型政党制度作为全新政党制度形式，也意味着同西方竞争型政党制度的对话。正是这种双重对话使得社会主义协商民主及作为其政党制度基础的中国新型政党制度得以深深扎根于中国土壤，有机融入了中国特色社会主义政治发展理论与实践体系的本土建构进程中。而通过深入发掘和学理性阐释该理论与实践问题，将有助于我们更深刻地理解中国政治发展的本土逻辑，从而也在更有指向性的理论建设引导下规划中国特色社会主义协商民主及其政党制度基础的创新发展之路。

Socialist deliberative democracy is a crucial realization for socialist democracy with Chinese characteristics. As the basis of socialist deliberative democracy party system, China's new party system is China's fundamental political system. To promote the advancement of socialist deliberative democracy, we must constantly enhance the construction of China's new political party system. There is a profound logical dynamic between China's new party system and socialist deliberative democracy. On the one hand, China's new party system is a critical institutional arrangement for the realization of socialist deliberative democracy; on the other hand, socialist deliberative democracy also guides and shapes China's new party system.With the political evolution of socialism with Chinese characteristics entering a new era, the demand for further exploration of the theoretical and practical innovation experience of China's new party system arises for the local research on the political evolution trajectory of socialism with Chinese characteristics and the advantages of Chinese system. Therefore, based on the systematic analysis of the historical development, theoretical deduction, as well as practical evolution of China's new party system, this paper aims to summarize the basic nature and formation pattern of China's new party system. Combined with comparative analysis of western party system and other socialist countries' party systems, this paper conducts a panoramic study of China's new political party system under the framework of people's democracy theory, multi-party cooperation theory, and united front theory. It analyzes the subject factors, object factors, field elements, mechanism factors and result factors of deliberative democracy incorporated in China's new political party system; it summarizes its functions of social integration, scientific decision-making, political participation, and democratic supervision in socialist deliberative democracy; and it extracts its characteristics of construction dimension, guidance dimension, value dimension and diachronic dimension. At the same time, based on China's real political scene, this paper outlines the theoretical and practical challenges that China’s new political party system is facing, and provides improvement measures for this new form of democratic realization, new way of Party governance, and new political collaboration relationship.In general, the basis of the party system of socialist deliberative democracy is essentially a dual dialogue on Western democratic theories and systems, as well as party theories and systems. On the one hand, from the perspective of socialist deliberative democracy as a new democratic form, it has completed the dialogue with the competitive democratic system in the West; on the other hand, China's new party system, a brand new form of party system, also signifies a dialogue with the competitive party system in the West. It is this dual dialogue that has deeply planted the socialist deliberative democracy and the new Chinese party system stemmed from it in Chinese soil, and organically integrated into the local construction process of socialist political development with Chinese characteristics in theory and in practice. In-depth exploration and rational interpretation of this theoretical and practical issue will help us to obtain a deeper understanding of China's political development’s local logic, which will inspire us to form an innovative development path of socialist deliberative democracy with Chinese characteristics and its political party system under the guidance of further directional theoretical construction.
