在国家对于拔尖创新型人才的需求和自主招生问题频出的背景下,强基计划于2020年正式发布。本研究基于对拔尖人才相关文献的梳理,从拔尖人才的选拔与培养两个层面进行总结,并通过内容分析法,对国家强基计划政策及36所首批试点高校于2020年发布的强基招生政策进行研究,从选拔体系和培养模式维度剖析政策的特性,并以我国某高校的强基特色培养单位——T书院作为案例进行实践研究,对书院18名学生进行半结构化访谈,采用扎根理论和Nvivo12软件对访谈数据进行三级编码。在“项目特点”演绎性代码下,得到了选拔与考核、培养机制、社交互动三个核心范畴;在“项目存在的问题”演绎性代码下,得到了选拔与考核过程仍需优化、培养过程有待完善、社交互动未达预期三个选择编码。概括而言,本研究主要得出以下四个方面的结论,以期对T书院的实践、其他高校强基计划的开展、政策的更新等提供一定帮助,丰富拔尖人才领域的实证研究:1.试点高校在项目的选拔体系上,定位清晰、为国选才,过程科学、力求公平与效率的平衡;在培养模式上,目标明确、为国育才,过程具体、探索入口与出口形成闭环。2.T书院的强基项目,在实践中显现出许多特点,如在选拔维度,力求过程透明化、内容综合化、结果多元化;在培养维度,做到了目标明确化、环境特色化、方案贯通化;在社交维度,倡导良性发展的生生互动和强针对性的师生互动。3.T书院在项目实践过程中,也暴露出一些问题:选拔考核的过程有待优化,反映在项目前期宣传不到位、志愿专业选择仓促、考核方式易错失 “偏才怪才”上;培养过程有待完善,即课程设置亟待调整、培养机制仍需明确、新生需求尚应关注;社交互动未达学生预期,包括书院班级内部互动、异性互动、书院整体氛围。4.基于上述分析,本研究从三个方面提出相应的政策建议:一是针对选拔与考核过程,要给予学生充分的报考信息和时间,并不断优化选拔、考核机制;二是对于学生的培养,要关注学生的真正需求,及时调整和落实相关政策;三是对于社交互动,应加强书院整体氛围的建设,以促进不同群体间的良性互动。
In the context of the country’s demand for top-notch innovative talents and the frequent problems of independent enrollment, the Plan for Strengthening Basic Discipline was officially released in 2020.This research has sorted out the literature related to top-notch talents and summarized the selection and training of top-notch talents. On this basis, this study adopts a content analysis method to analyze the national Plan for Strengthening Basic Discipline and the basic plan enrollment guides issued by the first batch of 36 pilot universities in 2020, and also sorts out their characteristics from the two dimensions of the selection system and training program. In addition, this study uses T College as a case study of the characteristic training unit of a top university in China, and conducts one-to-one interviews with 18 students of the college through a semi-structured format. It uses the Grounded Theory and Nvivo12 software to carry out three-level coding of interview data. Under the deductive code of "project characteristics", this research has obtained three core categories of "selection and assessment", "cultivation mechanism", and "social interaction"; under the deductive code of "project problems", it has obtained "The selection process still needs to be optimized", "the training process needs to be improved", and "social interaction does not reach the expectations" three selection codes.Generally speaking, this study mainly draws the following four conclusions and hopes to give some supplementary suggestions on the future practice of T College and provide some advice for the update of the Plan for Strengthening Basic Discipline policy and the development of the Plan for Strengthening Basic Discipline of other universities in China, and to enrich the empirical research in the field of top-notch talents in China:1. The pilot universities have a clear positioning of selecting talents for the country in the selection system of the project. The selection process is more scientific and pursues a balance between fairness and efficiency; in terms of the training model, it has a clear goal of cultivating talents for the country. The cultivation process is more specific, and it explores that the entrance and exit form a closed loop.2. The Plan for Strengthening Basic Discipline project of T College has shown many characteristics in the course of practice, for example, in the dimension of selection and assessment, it strives to be transparent in the process, comprehensive in content, and diversified in results; in the dimension of training mechanism, it has achieved clarification of goals, specialization of the environment, and integration of plans; in the dimension of social interaction, it advocates active student-student interaction and highly targeted teacher-student interaction.3. In the course of project practice, T College also exposed some problems. First, the selection and evaluation process needs to be optimized, which is reflected in the inadequate publicity of the project, too hasty choice of volunteers and majors, and the assessment method which is easy to miss some "partial talents and geeks." Second, the training process needs to be improved, that is, the curriculum needs to be adjusted urgently, the training mechanism still needs to be clarified, and the needs of freshmen should be paid attention to. Finally, the social interaction did not meet the expectations of the students, including the interaction within the T College’s classes, less interaction between opposite sexes, and the overall atmosphere of the College which still needs to be strengthened.4. Based on the above analysis, this study puts forward corresponding recommendations from three aspects: First, for the selection and assessment process, students should be given sufficient application information and time, and the selection and assessment mechanism should be continuously optimized; Second, for the training of students, we must pay attention to the real needs of students, and timely adjust and implement relevant policies; Third, for the social interaction of the T College, the construction of the overall atmosphere of the College should be strengthened to promote the benign interaction between different groups.
