国家治理现代化的要求在意识形态领域体现为坚持马克思主义在意识形态领域指导地位的根本制度和推进意识形态治理体系和治理能力的现代化。意识形态治理制度作为意识形态治理所依赖的根本制度及其派生的各种相辅相成的制度机制的总和,关系意识形态治理现代化的实现。在新时代国家治理视域下,党的领导和协同治理主体参与制度、完善的运行保障制度和科学的效能评价制度是实现意识形态治理现代化的必要前提,同时也反映了意识形态治理制度的基本构成。通过针对性分析相关思想资源和新中国成立以来意识形态治理制度建构的实践历程,可为新时代国家意识形态治理制度建构提供坚持党的领导和马克思主义指导、发挥好社会群体和组织的主体作用、推进制度化水平提升和实现多领域协同发展等思想启示和经验借鉴。不断推进意识形态治理制度建构,在将制度优势转化为意识形态治理优势、推进国家治理现代化等方面具有重要作用。同时,中国特色社会主义进入新时代的历史方位以及意识形态领域内外部条件的变化,也凸显出意识形态治理制度仍存在治理理念尚未确立、党领导下的治理主体格局尚未形成、治理制度体系不够健全、治理制度的有效执行存在提升空间等问题。以党的十八大以来党和国家将马克思主义在意识形态领域指导地位上升到根本制度高度、强化制度的体系化建设、注重治理主体责任意识和能力培养、推进多领域协同发展等理念为根本遵循,新时代推进国家意识形态治理制度建构,一要通过有效的制度设计探索建立以党的领导为核心、以强化党和政府组织协调引导能力为导向、推动各类社会机构和社会民众有序参与的多主体协同治理格局,广泛凝聚社会共识,实现制度化、规范化的集体行动,系统提高协同治理主体治理能力;二要通过加强意识形态元治理机制建设,推进意识形态领域立法工作,完善意识形态治理监督和奖惩机制,为意识形态治理提供运行制度保障;三要以中国特色的意识形态治理现代化要求为标准,灵活运用先进技术手段,综合考察党领导下的协同治理主体参与水平、制度化法治化水平、主流意识形态认同水平、意识形态对社会稳定的贡献水平和意识形态治理的效能水平,提高意识形态治理评价的精准度和科学性,构建意识形态治理评价与反馈的长效机制。
