摘要

改革开放以来,中国逐渐成为经济全球化的坚定支持者和积极参与者,主动融入经济全球化的进程,其中对外直接投资是中国和平崛起的重要力量之一。然而,近年来,中国对外投资面临日益严峻的国际形势,而舆论则是影响对外投资结果的关键要素之一。本文试图全面、系统地梳理法国主流媒体对中国投资的真实态度,根据“中国与新冠肺炎疫情”“一带一路”和“中国在法直接投资”三个议题的设置,还原中国投资在法面临舆论环境的真实状况。从舆论分析来看,中国对法直接投资在法国面临的舆论环境不容乐观。首先,从最外层的“中国与新冠肺炎疫情”来看,法国主流媒体存在选择性报道的倾向,且整体态度消极。其次,从“一带一路”倡议来看,法国主流媒体的态度非常消极,且存在日益恶化的趋势。最后,从“中国在法直接投资”这一议题来看,以“一带一路”的提出和正式落地为分界点,法国主流媒体的舆论态度呈现由中立偏积极向中立偏消极的明显转变,说明“一带一路”倡议在一定程度上加深了中法两国的误解和分歧,导致舆论的消极走向,并逐渐蔓延到中国在法投资的其他领域。但在关注消极舆论的同时,我们也观察到一些引起积极情绪的行为,如:法国主流媒体对于“封城隔离措施”的情绪呈现出由消极向积极的转变;法国主流媒体对中国发起和设立“亚投行”呈现出积极的评价,这与“一带一路”形成了鲜明的对比。因此,通过对三个议题中消极与积极文本的关注点及情感变化的原因进行梳理,本文尝试为中国在法直接投资应对和改善舆论提出针对性建议。本文设置统一的分析框架,从三个主要方面分析舆论态度的认知来源并提出如下建议:首先,在政治与区域形势上,加强沟通,建立互信,坚持“多边主义”,鼓励与支持法国的参与,从而减少由于距离和陌生感而导致的误解;其次,在体制机制与文化上,求同存异,以兼容并包的心态看待中法价值观和体制规则中的差异,同时坚持“中国模式”,用发展事实证明其合理、有效;最后,在经济与金融上,共同投资是未来中法合作的方向,鼓励法国及其本土企业在中国投资中的参与,改善投资模式,提升管理水平,弥补现存机制体制中的缺陷。

Since the reform and opening-up, China has gradually become a staunch supporter and active participant of economic globalization. During the process, foreign direct investment appears to be one of the key drivers of China's peaceful rise. However, in recent years, China's investment has faced increasingly severe international situations, and public opinion is one of the key factors affecting the results of China's investment. This article attempts to comprehensively and systematically sort out the true attitude of the French mainstream media towards China's investment. According to the analysis of the three topics of “China and coronavirus”, “Belt and Road” and “China's direct investment in France”, we hope to come out the true state of the public opinion environment that China's investment faced in France. According to the analysis, the public opinion environment for China's direct investment in France is not optimistic. Firstly, the French mainstream media tends to report selectively in the topic of “China and coronavirus”, and the overall attitude is negative. Secondly, the attitude of the French mainstream media is very negative for the topic of “Belt and Road”, and a deteriorating trend is observed. Finally, from the perspective of “China's direct investment in France”, with the proposal and official implementation of the “Belt and Road” as the demarcation point, the public opinion attitude of the French mainstream media has shown a clear change from positive to negative. The “Belt and Road” initiative has deepened the misunderstandings and differences between China and France, leading to a negative trend of public opinion, which is gradually spreading to other areas of China's investment in France.While paying attention to negative public opinion, we have also observed some behaviors that lead to positive attitude. For example, the French mainstream media's attitude towards the “lockdown and self-isolation” has changed from negative to positive. What's more, the French mainstream media has shown a positive evaluation for the AIIB, which is in sharp contrast with the “Belt and Road”. Therefore, by analyzing the concerns of the negative and positive articles and figuring out the reasons for attitude changes in the three topics, this dissertation attempts to provide suggestions for China's direct investment in France to respond to and improve public opinion environment.This dissertation sets up a unified framework to analyze and proposes the following suggestions. Firstly, in terms of political consideration, we should strengthen communication and establish mutual trust with France and adhere to multilateralism. We also encourage the participation of France, thereby reducing misunderstandings caused by distance and strangeness. Secondly, in terms of institutional mechanisms and culture, we seek common ground while reserving differences with France, and treat value differences with an inclusive mentality. At the same time, we adhere to our “Chinese model” and the bottom-line principle and use facts to prove ourselves. Finally, as for economics and finance, we think joint investment is the future. We should encourage France and its local companies to participate in our investments to improve investment model, raise management level, and remedy shortcomings in the existing mechanism.
