凝聚价值共识是从价值观念上的“多”走向价值共识上的“和”的过程，具有历史规定性。在新时代，人们形成“家庭—社会—国家—人类”这一螺旋上升、层层递进的凝聚价值共识层次结构，实现价值共识在生活世界的扎根。然而，“自发”与“自觉”、“手段”与“目的”、“建构”与“解构”、“常态”与“例外”、“自我”与“他者”之间的张力，是优化新时代凝聚价值共识的路径必须聚焦的问题。找到适应新时代的凝聚价值共识路径，对于创造人的美好生活、社会机体的有序运转、推进国家治理现代化以及实现民族复兴具有积极意义。 对此，以“自上而下”与“自下而上”、“刚性约束”与“软性引领”相统一为导向，本研究提出“教育引导—实践养成—制度保障”的凝聚价值共识路径。 以“关系”为本位，建构新时代凝聚价值共识的教育引导路径，必须把握“亲—亲”“师—生”“媒体—大众”“个体—社会”这四对基本关系。家庭教育要成为新时代凝聚价值共识的教育起点。学校教育要培育作为凝聚价值共识主体的积极公民，构建大中小学一体化的凝聚价值共识教育引导共同体。舆论引导与宣传教育进行“宏观”与“微观”双重层面的价值引领，破解紧急状态下凝聚价值共识的难题。在社会教育层面，“社会角色”“社会组织”“先进模范”可以分别通过“自我教育”“集体教育”“榜样教育”来凝聚价值共识。 以“生活”为原点，探索新时代凝聚价值共识的实践养成路径，必须建立实践养成的空间载体，并通过“显性”与“隐性”相结合的实践路径，开展新时代凝聚价值共识的实践活动。在实践载体方面，我们可以打造新时代凝聚价值共识的生活空间、文化空间、网络空间。仪式活动的记忆叙事、情感叙事、想象叙事与道德叙事可以推动构建新时代凝聚价值共识的“隐性”路径。新时代文明实践作为“自觉”的实践活动，是凝聚价值共识的“显性”实践路径，人们可以通过集体参与、集体选择、集体定义、集体行动来凝聚起一定的价值共识。 以“规范”为导向，形成新时代凝聚价值共识的制度保障路径，应当建立起凝聚价值共识的组织领导机制、法治体系保障、公共政策保障与社会规范保障。政党治理与政党建设引领凝聚价值共识的制度化，法治体系对凝聚价值共识有着“底线—刚性”保障作用，公共政策可以更好地释放凝聚价值共识的制度效能，社会规范对于凝聚价值共识有着积极的塑造作用。

Building value consensus is a process from "more" in value concept to "harmony" in value consensus, which has historical connotations. In the new era, people need to build value consensus on the four relationships of kinship, social interaction, nation-state and human being, so as to realize the root of value consensus in the living world. However, the tensions and contradictions between "the spontaneous state" and "the conscious state", "the means" and "the purposes", "construction" and "deconstruction", "the normal state" and "the exception state", "the self" and "the other", which cause real problems that must be focused on optimizing the paths of value consensus in the new era. It is of positive significance to find the paths of building value consensus to adapt to the new era for creating a better life for people, the stable functioning of social organisms, the modernization of state governance and the realization of the great rejuvenation of the Chinese nation. To this end, this study puts forward comprehensive paths of building value consensus in the new era with "educational guidance-practice cultivation-system guarantee" as the core, and strives to realize the organic unity of "the top down" and "the bottom up", "rigid stipulation" and "soft guidance" in the process of building value consensus. In order to construct the educational guidance path of building value consensus in the new era based on "relationship", we must grasp the four basic relations of "family member-family member", "teacher-student", "the media-the public" and "individual-society". Family education should become the starting point of building value consensus in the new era. School education should cultivate active citizens as qualified subjects to build value consensus, and construct the education guidance community of building value consensus based on the integration of basic education and higher education. Public opinion guidance and propaganda education should build and guide value consensus at the two levels of "macro" and "micro" through agenda setting and supervision by the public. In particular, we should solve the problem of building value consensus in emergency states through multi-media interaction. On the level of social education, "social role", "social organization" and "advanced model" can build value consensus through "self-education", "collective education" and "model education" respectively. Taking "life" as the origin and exploring the practical cultivation path of building value consensus in the new era, we must establish the spatial carrier of practice cultivation, and carry out the practical activities of building value consensus in the new era through the path of combining "explicitness" with "implicity". In terms of practical carriers, we can form living spaces, cultural spaces and cyberspace to build value consensus. Ritual activities can be used as the "implicity" path of building value consensus in the new era. Through the memory narrative, emotional narrative, imagination narrative and moral narrative of ritual activities, individuals’ value consensus can be built. The civilized practice in the new era, as "conscious" practice, is an “explicit” practice path that builds value consensus. In the civilized practice in the new era, people can build certain value consensus through collective participation, collective choice, collective definition and collective action. Taking "norms" as the guidance and forming the system guarantee path of building value consensus in the new era, we should establish the organizational leadership mechanism, the safeguard of laws and regulations, the guarantee of public policy and the guarantee of social norms. Party governance and Party building lead the institutionalization process of building value consensus. It is of significance to strengthen the role of laws and regulations in the new era in order to play the "bottom line-system" role in building value consensus. We should use public policy to better release the system effectiveness of building value consensus in the new era, and strengthen the positive shaping role of social norms in the new era.
