在这项研究中，我们以在世界上领先的工业国家瑞士为例，分析其为了实现第四次工业革命发展目标所调整的工业政策。笔者首先对瑞士的经济发展历史进行梳理，了解其经济结构，然后构建瑞士国家创新系统，分析探讨在该系统中不同的参与者以及其角色。在以上的基础上，笔者将探讨瑞士过去几年工业发展政策，以货币政策及通信技术政策为例，进行重点分析。文章的最后，笔者将通过选定的第四次工业革命战略框架，分析其瑞士弱点产业的发展，与此同时，也对瑞士第四次工业革命进行数据分析，提出相关建议。通过研究，笔者发现瑞士在第四次工业革命各项指数排名靠前是合理的，决策者顺应全球发展的新趋势，解决其产业发展的弱点，从而确保和巩固瑞士在全球的经济发展、创新枢纽以及和平稳定发展的地位。

What we aim to do in this research is find out how leading industrial nations (the Swiss Case) adapt their industrial policies for 4IR purposes. We first get a superficial glimpse of Switzerland’s economic structure by looking at its history and economic development. We then map the National Innovation System looking at the different actors involved in Switzerland’s Innovation ecosystem. Following this, we focus closer on the evolution of the IPs over the years with special attention the monetary policy and the two sets of Information and Communication Technology policies. We will discuss their content and monitor the progress towards the proposed aims. In the final step we will then numerically analyze Switzerland’s 4IR readiness evolution, by tracking the development of the country’s weaknesses within the chosen 4IR readiness framework. The subsequent extrapolation of the data will furthermore give us an idea of the developments to come. Overall, our results suggest that Switzerland’s high ranking within the various 4IR readiness frameworks is well justified, as the policymakers follow global trends, address their weaknesses, and hence maintain Switzerland’s status as an economic center, innovative hub and nucleus of peace and stability.
