我国央媒驻外记者职业要素探究

摘要

本文结合新时代中国所处的百年未有之大变局,分析了我国新闻宣传工作特别是对外宣传和国际传播面临新的挑战与机遇,阐述了我国中央主流媒体(以下简称央媒)在此过程中应发挥重要作用。首先,提升外宣报道质量必须聚焦作为主体的记者,解决央媒驻外记者队伍能力素质不足对该项工作带来的掣肘;从而断定,尽快提升央媒驻外记者能力素质和工作绩效至关重要。因此,有必要着力探究央媒驻外记者应具备哪些胜任素质,从而为央媒驻外记者的选拔、培训、考核乃至整个人力资源管理工作提供创新思路、夯实理论基础。本研究学术理论基础是美国心理学家麦克莱兰关于人才测评关注胜任力要素要优于关注智商的理论[ 《Testing for Competence Rather than for Intelligence》AMERICAN PSYCHOLOGIST January 1973,p9-p11]。利用文献研究法大量分析了国际新闻界、国内新闻学界和业界、官方文件等多个层面对央媒优秀驻外记者能力素质所提出的相关要求。经梳理、整合和归纳,按一定的理论框架制作了央媒优秀驻外记者的职业要素列表。对央媒优秀驻外记者和部分驻外机构负责人进行了访谈,并结合高校新闻院系学者的分析,对驻外记者的职业要素列表进行优化。结合所列举职业要素设计相应问题,运用李克特量表法在央媒驻外记者中随机开展问卷调查、实证分析。研究得出初步结论:央媒驻外记者的性别、年龄、婚姻状况、所学专业等方面的情况与其对职业要素的认可度和重视程度无显著相关性;而驻外记者的学历层次、职称、外语水平、驻外经历等方面的情况则与其对职业要素的认可度和重视程度具有显著相关性;总体而言,我国央媒驻外记者应具备的职业要素类别如按调查数据的分析结果加以排序,前六类依次包括“献身组织精神”、“组织意识”、“自信”、“信息收集”、“成功导向”、“正直”、“人际理解能力”等;具体是政治上理论功底扎实,恪守马克思主义新闻观,事业心和主人翁精神强,有高度的职业自豪感和社会责任感,思维水平高,熟悉国际政治、社会调查等,知识面广、好奇心强、有主动精神,适应能力强,善于采访,正直,意志坚韧,严谨细致、新媒体意识强,熟练运用短视频等各种新技术等等。研究揭示,央媒选派驻外记者首要关注上述职业要素,并针对驻外岗位特性所需职业要素而采取相应培训,提升记者职业胜任力,实现高绩效,从而提升国际传播质量,推动提升外宣水平,为全球治理提供更优质更公平的公共产品——国际舆论环境。

This article manage to focus on competences of the Chinese correspondents working abroad,because China have got great achievements and progresses in recent years, while the national media in China can not do well with this situation and win the competition with those big medias of the Western countries. How to improve the quality of the international reports made by the Chinese media as soon as possible? One of the most important things is to select the excellent correspondents to work all over the world. But what can we do to find or to train those outstanding guys and send them to go abroad reporting for China at the same time for the world.The American psychologist David C. McClelland(1973) and his theory about‘Competency’is very important to this research. Based on all kinds of resources, such as books written by experts in this area,articles about competence,and other reports written by those excellent correspondents and so on, we can find out what are the competencies of Chinese correspondents working abroad.In this research about 84 correspondents working abroad filled out a questionnaire about competencies. By using the SPSS to analysis the data, we can find many factors influences their attitudes on competencies, at the same time there are also some factors such as age, gender, marital status, and region don’t, while it is more important to obtain the competencies including OA/OC/ SCF/ACH/CSO/INF/FLX/RB/ING/IU/INT and so on.When selecting, training or assessing Chinese correspondents that work all over the world,it is very useful to think of it thoroughly based on these findings in this research. and it can also be used as the basis when designing the job positions in those big national and also worldwide media in China.
