2019年6月,职务与职级并行制度正式实施,公务员晋升途径在原领导职务晋升“单通道”基础上,新增职级晋升通道,实现了“双通道”并行,拓宽了公务员职业发展路径,提升了工资待遇水平,尤其对缓解基层公务员“晋升难、待遇低”问题具有重要现实意义。该制度实施后,一大批基层公务员实现了职级晋升,享受到了职级工资待遇,基层获得感较为明显。职级晋升作为一种新的激励机制,在实际执行过程中如何发挥激励作用,“并行通道”下职务通道对其激励作用发挥又有哪些影响。对该问题进行研究,有助于弄清职级晋升的激励原理,分析并解决影响职级晋升激励作用发挥的问题,进一步强化“并行通道”下职级晋升激励作用。目前,由于职务与职级并行制度实施时间较短,关于职级晋升激励机制实践层面的学术研究较少,大部分学术研究还集中于制度层面理论研究。本研究基于公平理论、期望理论等激励理论,以D市各县乡基层公务员职级晋升情况为样本,通过搜集分析业务数据、开展问卷调查等方式,从激励目标、激励方式、激励手段等激励环节入手,对职级并行制度发展脉络进行对比研究,探究职级晋升激励作用实际发挥情况和职务通道对激励作用发挥的影响。通过研究发现,在激励目标上,职级通道较好实现了激励性和公平性;在激励方式上,有效提供了晋升激励和待遇激励“双重激励”;在激励手段上,发挥了激励导向作用。同时,职级晋升也存在领导职务人员挤占纯职级公务员晋升机会、职务晋升弱化职级晋升激励作用等新问题,需要在理念、机制等方面加以解决。

As a new incentive mechanism, how to play an incentive role in the actual implementation process, and what impact does the job channel have on its incentive function under the "parallel channel". The research on this problem is helpful to clarify the incentive principle of rank promotion, analyze and solve the problems that affect the promotion incentive function, and further strengthen the promotion incentive role under the "parallel channel". At present, due to the short implementation time of the post and rank parallel system, there are few academic researches on the practical level of the promotion incentive mechanism, and most of the academic research is still focused on the theoretical research at the system level. Based on the theory of equity, expectation theory and other incentive theories, this paper takes the promotion situation of grass-roots civil servants in counties and townships of D City as samples, collects and analyzes business data, carries out questionnaire survey, and starts with incentive links such as incentive objectives, incentive methods, and incentive means, and makes a comparative study on the development context of rank parallel system, and explores the actual role of rank promotion incentive The influence of situation and position channel on the performance of incentive function. Through the research, it is found that in terms of incentive objectives, the rank channel achieves better incentive and fairness; in terms of incentive mode, it effectively provides "dual incentive" of promotion incentive and treatment incentive; in terms of incentive means, it plays an incentive guiding role. At the same time, there are some new problems in the promotion of rank, such as the leading personnel occupy the promotion opportunities of pure rank civil servants, the promotion of position weakens the incentive effect of rank promotion, which needs to be solved in the aspects of concept and mechanism.
