摘要

中国社会发展至今,尤其是在当今世界复杂多变形势背景下,科技创新作为发展的第一动力,也即将成为建筑企业新的增长极。建筑业作为我国国民经济的主要支柱型行业,长期以来是人力密集型产业,需要从基础研发、过程研究、成果评定、成果转化等方面全过程的进行科学与技术创新工作。在建筑业庞大的专业体系及企业特性的基础上,如何对形形色色的科技创新工作进行评价,是推动整个行业科技进步的方法之一。本文提出了一种北京地方建筑企业科技创新能力评价的分析方法,并用案例企业进行实证。本文的研究过程和成果如下:(1)分析了北京地方建筑企业的科技创新能力影响因素,从系统论和实践论的角度,结合北京市科技创新认定认证指标,如国家高新技术企业认定、北京市企业技术中心认定、北京市施工总承包企业市场信用评价等,构建了北京地方建筑企业科技创新能力三大维度:知识与技术创新能力、组织管理创新能力、制度管理创新能力。(2)创立北京建筑企业科技创新能力评价指标体系。指标体系由3个一级指标和19个二级指标构成,邀请10位北京各大建筑企业的相关专家进行指标权重问卷调查评分,应用层次分析法对上述评价指标进行权重计算,并用模糊综合评价的方法计算专家评分隶属度、进而构建评价矩阵,逐级进行评价,最终得到各指标的评价结果。(3)采用模糊综合评价法对企业科技创新能力评价指标进行综合评价,通过16位北京地区行业内的相关专家(主要来自北京城建集团体系内企业)对案例企业Y公司的评价,得到了整体和各层级指标的评价分值,与企业所处北京市的科技创新工作排名大致符合,验证了评价结果与实际情况基本吻合。评价结果具有可量化、层次分明、直观的特点,对不足之处一目了然,便于对薄弱项进行定向提升。 应用和完善一套北京建筑企业科技创新能力评价指标有利于快速提升地区建筑企业科技创新管理水平。各地区建筑企业科技创新管理水平的提升无疑对建筑市场良性竞争具有积极意义,同时对于经济高质量发展和社会可持续发展都是十分有益的。

Chinese society has developed so far, especially in the context of today’s complex and volatile world, scientific and technological innovation as the first driving force of development, it is also about to become a new growth pole for construction companies. Construction industry is the main pillar industry of China’s national economy, as the pillar industry of the national economy, it has long been a labor intensive industry, it is necessary to carry out scientific and technological innovation from the whole process of basic research and development, process research, achievement evaluation and achievement transformation, on the basis of the huge professional system and enterprise characteristics of the construction industry, how to evaluate various scientific and technological innovation work, it is one of the methods to promote the scientific and technological progress of the whole industry. This paper presents an analytical method for evaluating the technological innovation ability of local construction enterprises in Beijing, and the case of the enterprise for demonstration. The research process and results of this paper are as follows:(1)The factors that influence the technological innovation ability of local construction enterprises in Beijing are analyzed, from the perspective of system theory and practice theory, combined with Beijing science and technology innovation accreditation indicators, such as Beijing enterprise technology Center, Beijing construction general contract enterprise market credit evaluation, it constructs three dimensions of technological innovation ability of local construction enterprises in Beijing: Knowledge and technology innovation ability, Organizational management innovation ability, Institutional management innovation ability.(2)Establishing the evaluation index system of the scientific and technological innovation ability of local construction enterprises in Beijing. The index system consists of 3 first level indexes and 19 second level indexes. 10 experts from major construction enterprises in Beijing were invited to score the index weight questionnaire, the analytic hierarchy process (AHP) was used to calculate weight of the above evaluation indexes, fuzzy comprehensive evaluation method is used to calculate membership degree and construct evaluation matrix, finally the evaluation results of each index are obtained.(3)Fuzzy comprehensive evaluation method is used to evaluate the evaluation index of scientific and technological innovation ability. The case company Y was evaluated by 16 relevant experts in the industry in Beijing(mainly from enterprises within the system of Beijing Urban Construction Group), the evaluation scores of the whole index and each level index are obtained, in line with the ranking of scientific and technological innovation work in Beijing where the enterprise is located, the evaluation results are in agreement with the actual situation. The evaluation results are intuitionistic, distinct and quantifiable, it’s easy to see what’s missing, facilitate targeted promotion of weak items. The application and improvement of a set of evaluation indexes for the scientific and technological innovation ability of Beijing construction enterprises is conducive to the rapid improvement of the management level of regional construction in scientific and technological innovation. The improvement of the scientific and technological innovation management level of construction enterprises in various regions is undoubtedly of positive significance to the benign competition of the construction market, at the same time, it is very beneficial to the high-quality economic development and the sustainable social development.
