本文以中国建筑第八工程局有限公司河南公司作为案例,应用文献调研法、对比分析法、案例研究法,对其在目前当地政府新的城市发开建设政策——区域自平衡政策下,运用F+EPC 模式为城市建设服务、为企业开拓市场进行研究。中国建筑第八工程局有限公司(以下简称中建八局)是国家国资委管理的49家中管大型央企之一的中国建筑集团的下属二级单位,总部位于上海市。中建八局拥有“三特三甲”资质,主要从事房建总承包、基础设施、工业安装、投资开发和工程设计等,在全国各个省均有分支机构,是国内最具竞争力和成长性的建筑企业之一。本文从对标企业的研究入手,甄选目前最有竞争力的企业和最广泛适用的片区开发模式进行研究,重点分析他们的关键成功因素,在目前经济形势下这种模式的优劣势,从而为中建八局河南公司在当前新的城市开发建设政策下,如何成功运用F+EPC模式提供借鉴。文章全方位分析了中建八局河南公司发展所面临的内外环境,应用PEST方法和五力模型法研究中建八局河南公司在发展过程中的外部宏观环境和行业环境,通过内部资源与能力分析方法研究了企业发展所面临的内部环境,并对中建八局河南公司发展所面临的内、外部环境进行SWOT分析总结,以此为依据,设计中建八局河南公司在当前政策下的新的发展模式。文章最后从市场营销、产品定位、人力、财务等方面提出切实可行的落地实施路径和保障措施。
Taking Henan Company of China Construction Eighth Engineering Division Co., LTD as a case, this paper applies multiple analysis methods to study the application of F+EPC model on serving urban construction and market expansion for enterprises under the new urban development and construction policy adopted by local governments .. the regional self.balancing policy. The methods the author use here includes literature research methods, comparative analysis method as well as case study method.China Construction Eighth Engineering Division Co., LTD. (hereinafter referred to as CCEED) is a second.level central enterprise under China Construction Group. With the "Three Special Three A" qualification, mainly engaged in housing construction, infrastructure, investment, real estate, survey and design business, CCEED is one of the most competitive and growing construction enterprises in China. The Henan Company is the regional agents in Central China. With the resources and achievements of the main company, it’s main operation lies in building construction, infrastructure and investment within Henan and other surrounding provinces.?This paper starts with the research of the peer enterprises and focuses on the analysis of their key success factors and the advantages and disadvantages of the F+EPC mode adopted under the current economic situation, so as to provide reference advice for Henan Company of CCEED to innovate the F+EPC mode under the current new urban development and construction policy. The Henan company is analyzed comprehensively from the external points of view using the PEST method and the five.force model. Through the internal resources and ability analysis method, we study the internal environment faced by the company. Moveover, we focus on SWOT model to analysis the the best developing strategy based on the previous research: the new F+EPC development model was innovatively designed for Henan company of CCEED under the current regional self.balancing policy, which solved the development difficulties of enterprises in the new economic environment after the epidemic.At the end of the paper, practical measures and reliable approaches are presented in terms of marketing, production positioning, labor force, finance and other segments of concern.
