在大学治理方面,随着高校自主办学权逐步扩大,学校管理者获得了配置教育科研资源的诸多权力。在内部治理中,大学治理体系和治理能力的现代化问题却依然亟待研究,比如学生参与缺位的状况。本文利用了文献归纳、统计分析、案例研究等方法基于国际经验、历史变迁和社会调查数据提出了中国特色大学治理中的学生组织参与模式,同时针对当前大学治理中学生组织参与度的情况和大学如何推动学生参与治理进行了实证研究。主要研究结论如下: 学校主导的管理体制是中国大学的历史延续与现代框架,推动学生参与大学治理则是全球高等教育改革的明显趋势。针对大学治理理论体系的研究显示,允许和鼓励多元利益主体通过协商、合作的方式共同为大学发展作出贡献具有重要意义;学生组织是国内外高校中学生参与大学治理的主要途径,而这个职能又决定了此类学生组织的特殊性。“学校主导+学生参与+专家判断” 的模式对于中国大学治理中的学生参与、治理体系和治理能力的现代化具有一定的意义。为了实现这种模式,高校需要充分发挥学生组织的作用。在学生组织形式上,从建立专业服务于学生参与大学治理的学生组织,通过改进微观机制提高工作效果;同时按照决策能力与利益相关性原则选择学生组织参与的事务范围与权利范畴,有侧重地在大学治理中发挥作用;学校应主导推动章程、制度与文化观念层面的革新,为学生组织参与大学治理提供有效保障。针对武汉市7所高校的量化评估与个案调查显示,学生组织参与度较高的高校中体现了这种模式的诸多特点。制度建设是高校中推动学生组织参与大学治理的最主要驱动因素,而学生组织形式的完善程度则是该因素的代表性变量。基于湖北省12所高校的问卷调查和结构方程模型分析证实了该结论,即制度建设对于学生素养、环境平等和民主沟通均具有正面作用。针对科层制学生组织与大学治理不相适应的问题,本文基于实证分析提出,专门服务于学生参与大学治理的学生组织需要进行扁平化转型,并从组织结构、运行环境、内部文化上提出了创新性的重构建议。
With the gradual expansion of autonomy in colleges, school administrators get a lot of power to allocate educational and scientific research resources. However, for internal governance, the modernization problem regarding university governance system and governance capacity is still urgent to be studied, such as the situation of students’ absence of participating in school governance. Based on the international experience, historical changes of China and social survey data, this paper puts forward the mode of student organizations’ participation in university governance which is chinese-featured. Also, this paper does empirical researchs about the participaion degree for student organizations and ways to promote students to participate in urrent university governance. The main conclusions which are drawed by methods literature induction, statistical analysis, and case study are as follows:School domination management system is the history continuation and modern framework of Chinese universities. To promote students to participate in university governance is the global trend of higher education reform. The study regarding the theoretical system of university governance shows that it is of great significance to allow and encourage multi-stakeholder to contribute to the university development through consultation and cooperation. Student organization is the main way for students to participate in university governance in China and abroad, which determines the particularity of such student organization.The mode including school domination, student participation and expert judgment has a certain significance for student participation and the modernization of governance system and governance capacity in the Chinese university governance. In order to realize this model, colleges and universities need to give full play to the role of student organizations. In the form of student organizations, universities should gradually establish ones which give professional services to the process of students’ participation in university governance and improve their effectiveness of work through the improvement of micro-mechanisms. At the same time, universities should select the participation scope of affairs and rights for students in accordance with the principles of their decision-making ability and interest relation. In addition, universities should promote the innovation of constitution, system and cultural concept, which can provide effective protection for student organizations to participate in university governance. The quantitative assessment and case study of universities in Wuhan shows that the universities with higher degree of student participation embody many characteristics of this model.Institutional construction is the most important driving force in promoting student organizations to participate in university governance, and the level of perfection of student organizations is the representative variable of this driving force. The questionnaire survey and structural equation model analysis towards the 12 colleges in Hubei Province prove this conclusion, that is to say, the institutional construction has positive effects on student literacy, environmental equality and democratic communication. Furthermore, in terms of the problem that bureaucratic student organizations are incompatible with university governance, this paper points out that, based on empirical analysis, the student organizations that specialize in serving students' participation in university governance need to carry on flattening transformation. And several suggestions for student organizations are put forward from aspects of organizational structure, running environment and internal culture.
