随着我国经济社会发展的进步以及政治民主化进程的加快，公民对于信息公开的诉求越来越强烈。政府信息公开不仅是民主政治的基本要义，更是各级人民政府为人民服务、对人民负责、受人民监督的重要制度安排，是建设法治政府、透明政府、提高政府治理能力和治理水平现代化的重要路径。政务公开透明度也是衡量各级地方政府政务公开程度和地方政府的治理水平及治理能力的重要指标。但由于种种原因，我国地方政府在政府信息公开的实践中还存在着一些问题，不同地域的地方政府由于政府公开意识、体制机制建设、经济发展水平的不同导致信息公开程度存在差异。因此，对地方政府当前政务公开透明程度进行有针对性的分析研究，找出其存在的问题并提出建议，具有重要价值。本文在对国内外政务公开和政府透明度研究文献梳理的基础上，对政府门户网站政务公开透明度进行理论分析，选取能够反映地方政府政务公开的指标，尝试构建了一套衡量政府门户网站政务公开透明度的评价体系，并对评价指标选择、权重确定、评分细则等进行细化分析。在此基础上，论文重点对江苏省政府门户网站政务公开透明度进行实证研究，运用层次分析法对评级指标体系内的各项指标逐项进行打分，计算给出江苏省政府门户网站政务公开透明度的总体情况，基于指标得分情况分析了存在的问题及原因。最后，论文给出了进一步提升政务公开透明度和能力建设的对策建议。论文通过以江苏省为例，对政府门户网站的政务公开透明度建立指标体系进行评价研究，可以对江苏省政府在政务公开工作中的具体问题进行具体分析，进而指出信息公开中存在的普遍问题并提出建议，以期通过建立透明、高效、准确的信息公开制度有效保障公民的知情权，构建服务型政府，更好的监督政府履职尽责。

As China has been advancing in its economic and social development as well as democratic work at a faster pace, there is an largely increasing demand for information disclosure among the public. The openness of government affairs is not only a tenet Chinese democracy but also an essential institutional arrangement for governments at all levels to serve the people, be responsible for the people and accept the people’s supervision. Moreover, such openness is part of what it takes to improve law-based administration, government transparency, and to modernize China’s capacity for governance. Government transparency is also a key indicator in evaluating the levels of information disclosure and governance of all local governments. However, problems still exist in practice of China’s local governments due to various factors. Influenced by officials’ awareness, institutional development and economic situation, the scale of information disclosure varies in different regions. Accordingly, it will be of significance to conduct a research focusing on analyzing the information disclosure work in specific local governments and putting forward recommendations for action in dealing with existing problems.This paper, based on the literature review related to the openness of government affairs and the information transparency home and abroad, gives theoretical analysis of the openness presented on the government’s web portal. With indicators of the transparency in the local authority’s governance, an evaluation system is designed for the systematic assessment of the open governance showed on the web portal. There are also detailed descriptions about how to choose indicators, how to allocate the percentage of each indicator, and how to calculate the scores. Accordingly, as an important part of this paper, an empirical study on the openness of Jiangsu provincial government’s web portal is conducted, in which each indicator in the evaluation system is graded and the score indicating the overall openness of the web portal is calculated with the analytic hierarchy process. Besides, there are explanations of the existing problems revealed through the scores and the reasons of them. In the end, this paper gives suggestions for increasing government transparency as well as enhancing the capacity building.With the above mentioned evaluation, problem analysis and proposed measures which are illustrated through the example of Jiangsu provincial government’s web portal, this paper aims to facilitate the establishment of a transparent, effective and comprehensive information disclosure system, which can further guarantee citizens’ right to know and enhance social cohesion under the administration of service-oriented governments that supervised by the public.
