我国正处于城镇化发展和产业结构全面转型升级的新常态阶段，在此背景下，“产城一体”作为综合提升产业与城市发展质量的重要理念，对解土地资源不足问题、城镇化效率问题、可持续发展问题具有重大社会价值。嘉善作为上海周边典型的工业城市，一方面产业能级较低、城市服务功能落后，城市亟待扩容与功能提升，另一方面资源条件严重受限，必须向集约化发展转型，由此，建设一座“产城一体”的产业新城成为嘉善未来城市发展的必由之路。基于以上背景，本文以产城一体为视角对嘉善产业新城项目展开整体策划，并基于项目实践经验总结构建适合产业新城项目特点的决策策划方法体系。论文第二至第四章为研究主体部分，主要内容为方法构建与实证研究。首先从策划的流程构建着手，结合产业新城项目自身特点与“产城一体”理念之内涵，对项目策划的相关流程和关键模块做出梳理。在此基础上，笔者将对嘉善产业新城展开实证研究。首先从项目环境调查入手，通过宏观政策环境、区域发展环境与本体发展条件三方面调查，厘清内外部环境对项目发展的要求、机遇和挑战，初步确认项目可行性并明确项目发展愿景。其后从文案调查与访谈调查两方面入手针对项目使用主体展开需求调查，明确“产城一体”视角下的项目功能体系，并结合项目特点与产城一体理念选择最适合的空间布局模式与分期开发计划。在第四章，论文综合运用定量、定性方法，从经济效益和项目风险两方面对项目可行性展开评价，为项目决策提供科学合理的支撑，并给出相关决策建议。论文第五章为项目实施效果验证，即从企业经济效益和产城融合度两方面对项目一期建设和经营成果做出评判，以验证项目前期策划方法与成果的实效性。在论文最后，笔者将结合实证研究效果对文章的亮点和不足做出总结，并对产城一体的产业新城实践研究做出展望。

China is in a new stage in which urbanization is rapidly developing and industrial structure is comprehensively transforming and upgrading. Under this background, the “city-industry integration” concept has become the key to the new urbanization strategy to improve the quality of industrial and urban development. It’s of great value to solve the problem of insufficient land resources, urbanization efficiency and sustainable development. On the one hand, Jiashan, a typical industry city around Shanghai, has low industrial level and backward urban service function. The city needs to be expanded and its functions need to be upgraded. On the other hand, resources are severely limited, and it must be transformed into intensive development. As a result, it is necessary to develop the new industrial city guided by the “city-industry integration” concept. Based on the above background, this paper studies on the pre-planning system suitable for the characteristics of new industry city projects from the perspective of “city-industry integration”, and we attempt to solve the current development dilemma of Jiashan with the research results.The main part of this paper is about method construction and empirical research which includes the second and fourth chapter. First of all, we start from the planning process construction. Combined with the characteristics of the new industry city project and the “city-industry integration” concept, the relevant processes and key modules of the project planning are sorted out. On this basis, the author conducts an empirical study on Jiashan project. Firstly, starting from the project environmental investigation, we clarify the requirements, opportunities and challenges of internal and external environment for project development through the investigation of macro policy environment, regional development environment and ontology development conditions. And we initially confirm the feasibility of the project and clarify the project development vision. After that, the paper starts to investigate the needs of the project users from copywriting investigation and deep interview, to define the project function system from the perspective of “city-industry integration”. And then we select the most suitable spatial layout mode and staging. development plan combining the characteristics of the project and the concept of “city-industry integration”. In the fourth chapter, the thesis comprehensively uses quantitative and qualitative methods to evaluate the feasibility of the project from the aspects of economic benefit and project risk, to provide scientific and reasonable support for project decision-making. In addition, we also come up with some relevant decision-making suggestions.The fifth chapter of the thesis is about the verification of the project implementation effectiveness. That is, to evaluate the construction and operation performance of the first five-year period from the aspects of economic benefits and integration of the city and industry, which is to verify the effectiveness of the pre-planning method and results. At the end of the thesis, the author summarizes the highlights and shortcomings of the research with the empirical research performance, and make a prospect for the practice of the new industry city with the concept of “city-industry integration”
